BOARD OF COUNTY COMMISSIONERS
AGENDA REQUEST
DATE: April 5, 2016
TO: Honorable Chairman and Members of the Board
FROM: Tracy Stage
SUBJECT: Request to approve the bid for Eglin AFB ARFF to EMR, Inc.
DEPARTMENT: Airport
BCC DISTRICT: 2
STATEMENT OF ISSUE: The Airports Department requests the Board of County
Commissioners' approval to award the Eglin Air Force Base (AFB) Airport Rescue and Fire
Fighting Facility (ARFF) Development Project bid to Environmental Management Resources of
Washington, Inc. (EMR, Inc.) in the amount of $3,681,246.47.
BACKGROUND: The Airports Department requested a bid to solicit the Eglin AFB ARFF
Development Project at the Destin - Fort Walton Beach Airport (RFB AP 101-15). Bids were
received and opened on January 27, 2016. Five (5) bids were submitted and after review, only
two (2) bids were deemed as responsive bidders. Three bids were found to be not responsive
because they failed to include the necessary experience as required by the RFB. The two bids
which were responsive were EMR Inc. and Lord & Sons Construction, Inc. Based upon the
review of the submittals by the responsive bidders, the submittal provided by EMR Inc. appears
to provide the lowest Total Bid Amount of $3,681,246.47 and included all work specified in the
Bid Documents. Staff requests Board approval to award the bid to EMR, Inc. A contract will be
developed and brought back before the Board for approval.
Funding for the project will be as follows: Florida Department of Transportation (FDOT)
$150,000.00; Federal Aviation Administration (FAA) $3,155,055.00; approved Passenger
Facility Charges (PFCs) $155,236.00 And Local Match $220,955.47.
The recommendation has been reviewed and approved by the FAA, FDOT, Legal and
Purchasing.
