Good Afternoon All:
Please be advised that Dusty Ricketts from the NWF Daily News called about the withdrawal of the Tentative Millage item
from tonight' s agenda.I explained to Dusty that the property appraiser had been given an extension; from the Dept. of
11th
Revenue, to July certify the tax roll. Therefore we would not be able to take any action on the item tonight. I
explained that we will have 35 days from the date of certification, or August 14th to set the tentative millage. I advised that
we would have time during the budget workshops to set the tentative millage rate within the 35 day deadline.
Dusty asked whether it was difficult to prepare the budget without the tentative millage being set. I explained that we met
with Council in March during strategic planning and again in May for the Budget Policy workshop so we've received
direction from Council on how to proceed with the budget preparations. Further I explained that staff were proceeding
with budget development to try to prepare there budget with an 8% decrease in revenues from last year. Explaining that
declining state shared revenues, coupled with declining interest rates, changes from Amendment One and increases in
fuel, oil, and utilities necessitated that direction.
Dusty asked whether there is an appreciable change between the preliminary assessment and the final certification and I
responded that in prior years there had not been. However, because there are changes from Amendment One, which
necessitated software changes, that we weren' t sure if there would be appreciable changes, but we hoped not.
If you have any questions, please give me a call.
Thank you.

Hi All:
It doesn' t look as if the property appraiser will have the preliminary valuation of real property anytime today. I spoke with
Pete Smith at lunch today and they have a software problem that they are trying to work out with the Dept. of Revenue.
Apparently the vendor that the Property Appraiser is using is utilized by 42 other Counties in the State and they are all
having problems. Additionally, the other two software vendors providing service to the other 25 Counties is encountering
a similar problem.
I will work with staff today to finalize the budget and the reorganization and we will meet tomorrow to give you some
guidance and will continue to hold the budget meetings next week.
Please call me if you have any specific questions.
Thank you.

Good Afternoon All:
As you know the property appraiser is required to certify the preliminary assessed value of real property in FWB by July
1st.
As of today, we have still not received this certification, in the form of the DR -420.
I spoke with Property Appraiser Pete Smith at lunch today and his office is having a software problem that they are trying

We will provide the staff report and agenda item as soon as the information becomes available.

Good Afternoon All:
Staff just spoke with Pete Smith' s office and the DR-420 letter of preliminary assessed value will not be released today.
Pete' s Office is still working with the Dept. of Revenue to satisfy their requirements. We remain hopeful that we will
receive the information early tomorrow.
Thank you for your continued patience.
