Water ( Consumptive Use Permit) - The maximum daily capacity of the City' s potable water services is 5. 060 mgd and the City' s adopted LOS standard is 125 gallons per capita per day. This computes to a max service population of 40, 480. 3. 2. 1. 2. Sanitary Sewer ( treatment plant design capacity) - The maximum service capacity for sewer treatment services is limited by the County' s wastewater treatment plant, which serves the City residents. The County' s treatment plant design capacity is 10. 0 mgd. The City' s adopted LOS standard for sanitary sewer is 115 gallons of effluent per capita per day, which computes to a max service population of 86, 956. 3. 2. 1. 3. Solid Waste - The City' s adopted LOS standard is 6. 8 pounds per capita per day. Because there is no max permit limitation for solid waste, our services will be able to meet the scenario' s increase in demand. 3. 2. 1. 4. Parkland - The City currently has 182. 70 acres of parkland and the City' s LOS standard is 4. 32 acres per 1, 000 persons. This computes to a max service population of 42, 291. 3. 2. 1. 5. Stormwater - The City' s LOS standard for stormwater is to retain the first inch of runoff on -site and assure that post development run -off will not exceed the pre -development run -off rate for a 25 -year storm event, up to and including an event with a 24 -hour duration. The City maintains this standard through enforcement of a stormwater management plan of individual site developments. The subject project will be required to submit a stormwater management plan along with their site plan. 3. 2. 1. 6. Transportation - The adopted LOS standard for state roads in the City is D. The City requires individual site developments address transportation requirements during the site plan review process, include trip generation, sidewalks, parking, ingress /egress, etc. Capacity LOS Standard I Max Service Po ulation Potable Water (CUP) 5. 060 mgd 125 cpd 40, 480 Sanitary Sewer (plant design capacity) 10. 0 mgd 115 cpd 86, 956 Solid Waste n/ a 6. 8 pounds cpd n/ a Parkland 182. 70 acres 4. 32 acres / 1, 000 persons 42, 291 Stormwater n/ a 1' t inch n/ a Transportation varies D n/ a 3. 2. 2. STAFF FINDINGS: 4. 1. The request to amend the City' s Land Development Code to increase the maximum allowable density from 15 du /ac to 20 du /ac in the R -2 Multi- family district is consistent with the City' s Comprehensive Plan. 4. 2. The increase in density will not result in an undue burden to the City's services /facilities and will not violate adopted LOS standards. 4. 3 The City must update the entire Land Development Code, including revising the zoning districts allowable densities based upon the new Comprehensive Plan. Given the scale and scope of changes needed, the estimated completion time for the LDC adoption is early 2012. The applicant desires to pursue a Site Plan before the 2012 time frame for completion, and thus requests a specific amendment to the Land Development Code at this time. 5. RECOMMENDATION: 5. 1. Based on the above analysis, Staff recommends approval of the request to amend the following sections of the Land Development Code to increase allowable density in the R -2 district from 15 du/ ac to 20 du/ ac: 5. 1. 1. Section 15. 20. 1 ( E.) R -2 ( multifamily dwelling) zoning district: The R -2 zoning district is applied to provide a multifamily dwelling district in the city. The maximum allowable density is 45 20 dwelling units per gross acre. The R -2 zoning district is consistent with and implements the medium density residential land use designation of directions, the city's comprehensive plan." c to 5. 1. 2.
