BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: March 21, 2017 TO: Honorable Chairman and Members of the Board FROM: Tracy Stage SUBJECT: Resolution-JPA rename to Fuel Farm Expansion at VPS DEPARTMENT: Airport BCC DISTRICT: 2 STATEMENT OF ISSUE: The Airports Department requests the Board of County Commissioners approve the attached Resolution authorizing Staff to coordinate a Florida Department of Transportation (FDOT) Supplemental Joint Participation Agreement (SJPA) that will revise the project description of an existing JPA (ARQ65). BACKGROUND: Operations at Destin-Fort Walton Beach Airport have increased significantly over the past 12 months and numerous additional flights are being added this May. This increase in air traffic requires additional Jet-A fuel storage capacity in the airport fuel farm. This project will add two new 25,000-gallon fuel tanks and a secondary fuel pump to add both fuel storage capacity and redundancy to the fuel system. Funding for the project will be provided by a FDOT SJPA and will be funded as follows, FDOT $520,000.00 and Local Match $520,000.00. The Airports Department currently has an existing JPA that the FDOT has agreed to revise in order for the funds to be utilized for the Fuel Farm Expansion at VPS. Upon coordination, a SJPA revising the project description for contract ARQ65 from “Construct Additional Hold-Room and Gate Area with one Passenger Loading Bridge at VPS” to “Fuel Farm Expansion at VPS” will be provided by the FDOT to the County for execution. Items attached to this Agenda Request:  A Resolution giving approval and authorization from the County to FDOT  Existing JPA ARQ65 to be revised and reissued as a Supplemental JPA  Coordination with Scott Walters, FDOT District ISD Modal Manager  Coordination with County Departments OPTIONS: Approve, Reject or Table. RECOMMENDATIONS: Airport Staff requests approval and signature of the attached Resolution authorizing Staff to coordinate a FDOT SJPA that will revise the project description of an existing JPA (ARQ65). This action will authorize the Chairman to execute the Supplemental JPA once the County receives the document from the FDOT as well as any future grant documents that may be required during the term of the grant. RECOMMENDED BY: APPROVED BY: John Hofstad, County Administrator
