Request for Additional Information
Dear Mr. Armstrong:
On August 5, 2013, the Federal Aviation Administration’s (FAA) Southern Region acknowledged the complaint
you initiated under 14 Code of Regulations, Part 13 on behalf of Emerald Coast Helicopters, Inc. We then accepted
your August 29 letter as an amendment to this complaint on September 3. We are now in receipt of Okaloosa
County’s answer, a copy of which is enclosed for your reference.
Okaloosa County answers that it has consistently denied all requests to operate banner towing aircraft from the
Destin-Fort Walton Beach Airport (DTS) per its obligations under Grant Assurance 22(i). Therefore, our office
will coordinate a review of this restriction.
Please provide the following information we need to conduct this review:
1. The location(s) Emerald Coast Helicopters, Inc. seeks to utilize, on the Airport, for banner pick up;
2. The location(s) Emerald Coast Helicopters, Inc. seeks to utilize, on the Airport, for banner drops; and
3. A copy of the operational plan for banner towing at DTS as proposed by Emerald Coast Helicopters, Inc.
If | can be of any assistance or answer any questions that you might have, please don’t hesitate to contact me at
