pipeline prone to scaling and stress on system appurtenances. BACKGROUND: The original pump and treat system design includes shared piping. Due to the size and configuration of the pipes in the pipeline, the pressure exerted on each recovery well pump is stressing the pumping system and causing an inordinate amount of iron scaling in the pipeline. Staff believes that the additional stress on the system caused both pumps to be replaced in the last year. To relieve the pressure stress and reduce scaling, each recovery well needs to be piped independently. The pipeline for Recovery Well (RW)-1 will require a 6 inch pipe 4200 feet in length. The pipeline for RW-2 will require 3200 feet of 4 inch pipe. The piping acquisition will include fittings and other appurtenances required. The current pipeline will be temporarily abandoned. Staff anticipates a modification to the Wright Landfill Remedial Action Plan that will require the installation of RW-3. The existing pipeline will be the be cleaned and brought back in service to transport recovered groundwater from RW-3 expected to be required by the FDEP through analysis of sampling and hydraulic data. The cost for the price will not exceed $75,000 and is included in the 2013 budget. The installation of the piping will be performed by Okaloosa County Facility Maintenance. OPTIONS: Approve/Disapprove acquisition of piping and related materials for the Wright Landfill Remediation system. RECOMMENDATIONS: Staff recommends that the Board approve the purchase of the piping materials at a not to exceed cost of $75,000. Securus Technologies offers the best commission structure and was ranked as the provider most qualified to serve Okaloosa County. BACKGROUND: A Request for Proposals was issued on August 2, 2013. A selection committee consisting of Donna Lawler, Systems and Networks; Bob Card, Information Systems Applications; Tammy Matthews and Audie Beadle, Department of Corrections; Jack Allen, Purchasing met on August 21, 2013, to review and rank 5 proposals. Securus offers the best commission structure and was ranked as the provider most qualified to serve Okaloosa County. Ranking was based on each vendors understanding of the scope of work, references, experience and pricing. Securus has demonstrated their integrity, experience, and understanding of the scope of work and has provided outstanding performance over the past 4 years. Securus is a well established inmate telecommunications provider with over 30 years experience in jails and prisons around the country. The Department of Corrections provides on-site visitation to all inmates each week. New technology now provides for web-based video visitation for inmates and their families, friends and attorneys by locating detention grade video visitation equipment in inmate housing areas. This equipment would enable potential visitors to schedule visits via the internet at times and from locations more convenient to them, and preclude the need for them to come on-site. Adding this feature promises to bring additional revenue to the general fund, to reduce inmate movement inside the facility and the amount of time invested to accommodate on-site visits.
