BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: March 17, 2015 TO: Honorable Chairman and Members of the Board FROM: Jeff Littrell SUBJECT: CH2M HILL Task Order 3 DEPARTMENT: Water and Sewer BCC DISTRICT: All STATEMENT OF ISSUE: Okaloosa County Water & Sewer (OCWS) staff requests BCC approval for CH2M HILL Task Order 3 per the terms of Contract #C13-2069-WS for a total not to exceed cost of $82,500. Task Order 3, for a Water Supply Alternatives Analysis, is attached for your review. BACKGROUND: OCWS and the U.S. Army Corps of Engineers (USACE) have a long standing partnership related to future water supply. Three Planning Assistance to States (PAS) phases have been completed, all in support of planning efforts for the future water supply program. The three completed phases discussed in the attached BCC agenda request from 12/16/2014 are generally described as follows: 1) site selection of water treatment plant, 2) water treatability and pilot testing, and 3) system modeling for hydraulics and water quality. All phases are a 50/50 cost share between USACE and OCWS. On 12/16/2014, the BCC approved the PAS Phase IV Agreement (attached). The scope of work proposed for Phase IV (attached in agreement) includes a detailed alternative analysis of the various sites previously proposed for the future water supply offline reservoir and documents the process required to obtain a USACE Section 404 Permit necessary to construct the future offline reservoir. The amount for this grant is a total of $165,000 to again be shared 50/50 between USACE ($82,500) and OCWS ($82,500). The funding is broken down into tasks in Table 1, shown on p. 12 of 13 in the attached agreement. As shared in the previous agenda request, staff recommends to move forward with Okaloosa County's in-kind portion of the cost-share by executing a task order with CH2M HILL. Therefore, for your consideration and approval is a task order with CH2M HILL not-to-exceed $82,500. Staff has been in a holding pattern since 12/16/2014 waiting for USACE to execute the PAS Phase IV Agreement, and then to secure funding. As you can see from the attached documentation, USACE has now secured $82,500 to fully fund their portion. OPTIONS: Approve or deny. RECOMMENDATIONS: OCWS staff recommends BCC approval to authorize the Chairman to execute Task Order 3 with CH2M HILL Engineers, Inc. for a not-to-exceed amount of $82,500.00. RECOMMENDED BY: APPROVED BY: John Hofstad, County Administrator
