Introduction
Robert' s Rules are used throughout the United States and the State of
Florida to provide parliamentary procedure for law- making bodies.
Fort Walton Beach Code 2. 01. 01 states that " Council meetings shall
be conducted pursuant to Robert' s Rules of Order, except to the
extent that they conflict with the city charter or the laws of the state."
r The city attorney for the City of Fort Walton Beach acts as the
parliamentary officer. This means he /she has a working knowledge
of parliamentary procedure and assists the city council in adhering to
Robert' s Rules.

n As mayor, the chairperson has the same rights in debate as any other
member, but impartiality is a requirement while presiding.
The chairperson may not comment or participate in advocacy,
but is permitted to join the discussion without bias to either side.
o To participate in the discussion as an advocate for a specific position,
he or she must " pass the gavel," relinquishing the chair to the vice
president or other qualified member who has not spoken on the
question.
r Temporary occupants may be: vice -president or an elected or
appointed chairmen pro tem.
Once the chairperson has relinquished the chair, he should not
return to it until the question has been disposed of.
The presiding officer must never interrupt a speaker just because he
knows more about the topic at hand than the speaker.

Wrow
Debate must be confined to the merits of the pending question only.
The comments should have bearing on the pending question,
avoid attacking another member' s motives and be addressed
through the chair.
The maker of the motion has the right to the floor first even if others
rose and addressed the chair initially.
Once a member has spoken twice on the some question on the
same day, that member has exhausted his right to speak.
o If there are members who have not exhausted their right to speak
desiring the floor, the debate cannot be closed.

reconsider, rescind, or amend is pending or when the speaker
intends to introduce one of these motions at the end of his
comments.
Speaking against one' s own motion.
The maker of a motion may vote against or withdraw his motion,
but may not speak against it.

Occasions for Brief Discussion
When framing a motion, brief, informal consultation or discussion may
be helpful to the presenting member.
e This discussion should not continue more than a few moments or
longer than necessary to present the member' s position.
e Members may state they would like to give brief explanation on a
specific subject.
o When a motion is pending which is not debatable, succinct factual
explanation may expedite the situation.
The chair should not allow these comments to extend into discussion
between members.

Attachment Robert' s Rules Presentation ( 2481 : Presentation on Robert' s Rules of Order)
Amendments should say exactly where the change should be made
in the main motion and precisely which words to use.
The chair can require that amendments be submitted by the
mover in writing.
r Secondary amendments can be introduced to change a proposed
amendment.
Amendment of the second degree "" "Amendment to the
amendment."
Germane: Any amendment being proposed must involve the same
question raised by the main motion.
Settled: Once the body has voted that particular words will or will not
be included in the motion, another amendment that raises the some
question of content and effect is not in order.

During debate on an original motion, a member may offer a " friendly
amendment."
After this amendment has been stated by the chair, the full body
must adopt the amendment by vote or unanimous consent; the
original mover is not the sole vote on the amendment.
If the amendment appears uncontroversial, the chair may ask if there
is " any objection."
a If there is no objection, the chair may declare the amendment is
adopted.
If there is even one objection, the amendment must be debated
and voted upon like any other amendment- friendly or not.
