SUBJECT: Other Transaction Agreement (OTA) BCC Chair Signature Ratification

STATEMENT OF ISSUE: The Board of County Commissioners is requested to approve
ratification of the Chairman's signature accepting an Other Transaction Agreement (OTA) in the
amount of $4,318,169 for the Checked Baggage Recapitalization Screening Construction
Services project at Northwest Florida Regional Airport.
BACKGROUND: The Department of Homeland Security (DHS) issued the County an OTA for
the complete design through bid of the Baggage Handling System/Explosive Detection System in
2012. The design is completed and the project will be bid within the next 2 months. The DHS is
now giving Okaloosa County the subject OTA to fund the construction of the improvements at
Northwest Florida Regional Airport. The OTA is due back to DHS no later than September 17,
2013. The OTA was routed for review and approval per County policy.

RECOMMENDATIONS: Approve Staff's request to ratify the Chairman's signature on the
Other Transaction Agreement between Okaloosa County and the Department of Homeland
Security accepting $4,318,169.
