BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: August 16, 2016 TO: Honorable Chairman and Members of the Board FROM: David Skarzynski, Budget Manager SUBJECT: Budget Resolution(s) & Transfer(s) STATEMENT OF ISSUE: Request approval of the Budget Resolutions & Transfers. Resolution amending the Fiscal Year 2016 Budget, General Fund, from Florida Department of Transportation (FDOT) for non-sponsored transportation trips to the non-sponsored transportation disadvantaged in accordance with the Transportation Disadvantaged Trust Fund grant, in the amount of $509,030. Resolution amending the Fiscal Year 2016 Budget, General Fund, from budget transfer in from Self Insurance Fund for proceeds received from Traveler’s, in the amount of $500,000. Resolution amending the Fiscal Year 2016 Budget, General Fund, from program income, in the amount of $275,000. Resolution amending the Fiscal Year 2016 Budget, General Fund, from donations for resolutions 15-113 and 16-41 to offset costs of beach access ways and to provide landscaping on Santa Rosa Boulevard, in the amount of $125,000. Resolution amending the Fiscal Year 2016 Budget, County Transportation Trust Fund, from Florida Department of Transportation (FDOT) for operating and maintaining the Okaloosa County computerized signal system grant, in the amount of $113,253. Resolution amending the Fiscal Year 2016 Budget, Local Housing Authority Trust Special Revenue Fund, from Florida Housing Finance Corporation (F.H.F.C.) for State Housing Initiatives Partnership (S.H.I.P.) grant, in the amount of $1,229,687. Resolution amending the Fiscal Year 2016 Budget, Local Housing Authority Trust Special Revenue Fund, for disaster funds and interest on grant, in the amount of $25,927. Resolution amending the Fiscal Year 2016 Budget, Okaloosa Debt Service Fund, from budget transfer in from Tourist Development Fund for special assessment cash carryforward, in the amount of $8,622. Resolution amending the Fiscal Year 2016 Budget, Capital Outlay Constructions Fund, from Indyne, Inc. for fiber optic network enhancement, in the amount of $361,657. Resolution amending the Fiscal Year 2016 Budget, Self Insurance Fund, for insurance proceeds from Traveler’s, in the amount of $500,000. Resolution amending the Fiscal Year 2016 Budget, Self Insurance Fund, from constitutional officers for general liability insurance, in the amount of $179,616. BT-16-34, Debt Service, provide funding due to initial underfunding bond series 2014, in the amount of $76,663. BT-16-35, Airport Enterprise Fund, Airports performed a comprehensive analysis of expenditures, this provides for proper allocation to accounts based on this analysis, in the amount of $472,471. RECOMMENDATION: Staff requests Board approval of attached Budget Resolutions& Transfers.
