alternative. The cost estimate is to be developed using the FDOT’s Long Range
Estimating (LRE) program.
Comparative Analysis of Alternatives
The COUNTY will determine which viable alternative(s) to further evaluate through the public
involvement process and environmental analysis. The following items as well as their direct,
indirect and cumulative effects and their significance will be addressed as part of the
documentation.
3.11 Comparative Analysis and Evaluation Matrix
After developing the viable alternatives and costs, the CONSULTANT will prepare a
matrix comparing the impacts and costs of the alternatives evaluated, with a
recommendation of the most viable alternative(s). The CONSULTANT shall present
their recommendations to the COUNTY for consideration. These recommendations will
be presented in the form of a Preliminary Engineering Report (PER).
3.12 Aviation Analysis and Evaluation
The CONSULTANT shall review each design alternative to evaluate if the alternative is
in general conformance with the approved Airport Layout Plan (ALP) for Bob Sikes
Airport (CEW) and the Federal Aviation Authority (FAA) Advisory Circular (AC)
150/5300-13A Airport Design. CONSULTANT will provide a summary report for each
alternative which highlights any potential impacts to the existing RW 17-35 threshold or
Runway Protection Zone (RPZ). CONSULTANT will attend meetings as required with
representatives from CEW and FAA to discuss potential impacts.
3.13 Selection of Preferred Alternative
The CONSULTANT shall recommend a preferred alternative(s) based on a review and
analysis of all engineering, environmental, and public involvement issues related to the
project.
3.14 Conceptual Design Plans
The CONSULTANT will prepare alternative concept plans. At a minimum, the concept
plans should include the proposed and existing right-of-way lines, proposed concepts for
roadway and intersection improvements, potential ponds and surrounding topography.
Major intersections shall be analyzed to assess capacity needs and land arrangements
and to identify right-of-way requirements.
Once a preferred alternative has been selected, the CONSULTANT will finalize concept
plans for the preferred alternative that include refinements from the public hearing.
Task 4: Miscellaneous Services

actual work accomplished.
Within ten (10) days after the Notice to Proceed, the CONSULTANT shall provide a
schedule of calendar deadlines accompanied by an anticipated payout curve. Said
schedule and anticipated payout curve shall be prepared in a format prescribed by the
COUNTY.
4.2. Project Management Meetings And Coordination
