Agency Coordination and Public Review of Draft EA The CONSULTANT, under direction of the FAA, will distribute the Draft EA to the public and the agencies with a request to respond within 30 days. Review copies will be made available by the CONSULTANT to Okaloosa County and the local public libraries at a minimum. In addition, a Public Notice will be posted by the CONSULTANT in local newspapers requesting public input and informing the public of copy availability. Prepare Final Draft EA and Finding of No Significant Impact (if appropriate) Objective: Preparation of Final Draft EA including compiling of agency comments and addressing any issues raised as a result of agency reviews or public input. The EA will be submitted to the FAA for review and issuance of a FONSI (if appropriate). Product: The Final EA/FONSI (if appropriate) will be prepared by the Consultant for FAA review. Once the Final EA/FONSI is approved by the FAA, up to 10 hard copies and 2 disk copies of the EA and FONSI shall be produced for distribution to the FAA and key interested parties. 2.18. Prepare Final EA and FONSI Additional information may be added as a result of agency reviews and/or public input. The CONSULTANT will provide documentation in the Appendix that such reviews have occurred and include the appropriate documentation in the Final Draft EA and FONSI (if appropriate). 2.19. Submit EA to FAA for Final Review The FAA will receive a complete copy of the Final EA and will review the document for completeness and content. 2.20. Publish Final EA/FONSI The CONSULTANT will publish the Final EA/FONSI (if appropriate) in local newspapers for final public informational review period (10 days). Task 3: Engineering Analysis and Reports The CONSULTANT shall coordinate and perform the appropriate level of engineering analysis required to meet the project’s purpose and need, address agency concerns and the project’s impacts. Data Collection for the Engineering Analysis and Reports Objective: This activity consists of collecting various information and materials relative to the performance of engineering analyzes within the study area. The information will include all data necessary to perform adequate evaluation of the location and design of the transportation facility. Product: Data and analysis for engineering analysis. Each of the following items will be collected and their significance will be addressed as part of the documentation. 3.1 Traffic Data The CONSULTANT shall coordinate with the COUNTY and FDOT to obtain the following initial traffic data: • 20 year Design Corridor System Traffic with K & D Factors. • Volume of trucks (medium and heavy), motorcycles and buses for existing, opening, interim years and design year. • LOS "C" traffic volumes at anticipated posted speed if Level of Service D, E or F is anticipated during the life of the project (for noise study) After consultation with COUNTY and FDOT, the CONSULTANT is to obtain current corridor traffic counts. The CONSULTANT will analyze the traffic projections provided initially by the FDOT, and report to the Project Manager concerning apparent inconsistencies. The CONSULTANT will provide the Project Manager with support and advice in procuring acceptable revised Traffic Projections. The CONSULTANT will furnish 24-hour traffic machine counts (approach volumes at 15- minute increments) where required. Based on an analysis of the 24-hour traffic machine counts and evaluation of current and future development trends (traffic generators), the CONSULTANT will then perform 8- hour manual vehicle turning movement counts (during the AM and PM peaks based on 24-hour counts) at those intersections where required. 3.2 Survey Data (As Required) The CONSULTANT will utilize existing survey information (LiDAR, aerials, etc.), but if additional information is required the CONSULTANT will locate above ground features and improvements for the limits of the project by collecting the required data for the purpose of creating a DTM with sufficient density. Shoot break lines, high and low points. Effort includes field edits, analysis and processing of field collected data, existing maps, and/or reports. 3.3 Utility Data The CONSULTANT shall identify utility facilities found within a proposed project corridor (all viable alternates under consideration). The CONSULTANT shall evaluate and consider potential utility conflicts and recommended mitigations in addressing roadway impacts on utilities. Design Analysis Utilizing the data collected as part of this Scope of Services, the CONSULTANT shall perform the engineering analysis necessary to complete the project development process. The task of engineering analysis will be ongoing throughout the duration of the project and will be performed with consideration to the results of the environmental impacts analysis. The following items will be analyzed and will be addressed as part of the documentation. 3.4 Corridor Analysis The CONSULTANT shall document that the proposed corridor is the only feasible corridor for the project, and that other corridors were not considered. 3.5 Traffic Analysis The CONSULTANT will prepare a Design Traffic Technical Memorandum. This memorandum will document the methodology used in developing the traffic demand and multi-modal splits, if applicable. The memorandum shall also identify the design traffic volumes for each alternative, which may include combinations with other modes of transportation. After COUNTY approval of the Design Traffic Technical Memorandum, those traffic projections will be used during the study of conceptual design alternatives and for the analysis of any impacts which depend on traffic inputs (i.e. noise impacts and air quality assessments). 3.6 Alternative Analysis The CONSULTANT will identify up to three alternatives for evaluation. For each Design Alternative, the CONSULTANT shall determine:  Horizontal and vertical alignment  Typical section  Preliminary right-of-way costs  Preliminary drainage to the extent of identifying required outfalls  Traffic data  Geometric concepts of intersections, access to recreational areas, and adjacent property  Existing and proposed utility location to the extent they affect the decision process  Soils data  Extent of improvement to all connecting and/or intersecting roads  Acreage involved  Preliminary structure concepts and locations  Location of detention/retention basins as may be required  Locations of noise barriers  Affect on established neighborhoods  Environmental Impacts  Other such design features as may be pertinent  Affect on protected species 3.7 Drainage and Floodplain Analysis The CONSULTANT shall perform preliminary drainage design in order to determine potential outfall locations and preliminary sizes (volume and area) of required detention and/or retention facilities for storm water treatment or attenuation. The location and size of potential detention/retention areas will be determined for all viable alternate alignments. The CONSULTANT shall prepare a “Pond Sitting Report” for the project in accordance to the FDOT’s Stormwater Facilities Handbook. The CONSULTANT shall prepare a Location Hydraulics Report (LHR) for the project in accordance with Part 2, Chapter 24 of the FDOT PD&E Manual. 3.8 Structures Analysis The CONSULTANT will evaluate conceptual structures vertical and horizontal alignments. This task will be further defined in coordination with the COUNTY. 3.9 Utilities Analysis Based on the coordination with the utility companies along the project the CONSULTANT shall prepare a Utility Assessment Package. The Utility Assessment Package will contain the following information:  The names of major utility companies within the project corridor,  A set of aerials denoting the location of major existing and proposed utilities along the project corridor,  A description of all utilities located along the corridor (as set out above),  A cost estimate furnished by the utility agencies for each alternative being considered,  A discussion of joint right-of-way acquisition, if appropriate, and  A discussion of any mitigative recommendations which could be taken by the COUNTY and utility companies to minimize community disruption. 3.10 Construction Cost Estimates The CONSULTANT shall develop construction cost estimates for each design
