BOARD OF COUNTY COMMISSIONERS
AGENDA REQUEST
DATE: June 21, 2016
TO: Honorable Chairman and Members of the Board
FROM: Jeff Littrell
SUBJECT: Mid County Tank #4 - Tank Logo
DEPARTMENT: Water and Sewer
BCC DISTRICT: 1
STATEMENT OF ISSUE: Okaloosa County Water & Sewer (OCWS) staff request approval
by the Board of County Commissioners (BCC) to move forward with the Great American
Defense Community logo on the proposed Mid County Tank #4.
BACKGROUND: The Mid County Tank #4 is a major water supply project to be constructed
north of Crestview. The site is more particularly described as on the east side of Highway 85,
south of Houston Lane, north of Airport Road - and more generally described as the southwest
corner of Crestview Nursery (who the property was purchased from). The tank site is located
along "Blueberry Curve" on Highway 85, so staff is informally calling it the "Blueberry Tank".
The total project cost is budgeted at $2,753,500, which includes professional engineering fees,
tank erection, tank painting, connecting water main construction, and other miscellaneous
expenses. Of that amount, $1,250,000 is funded by a Northwest Florida Water Management
District (NWFWMD) grant, specifically for a portion of the tank construction. The original
grant agreement and Amendment #1 are attached as additional background information.
The following is a summary of past BCC action related to the Mid County Tank #4:
- May 6, 2014 - Board approved NWFWMD Grant Agreement, authorized the issuance of an
Engineering RFQ, and approved an associated Selection Committee.
- Feb. 3, 2015 - Board approved the land acquisition of the tank parcel (purchase approval and
closing). See attached tank parcel map.
- Jul. 7, 2015 - Following the qualifications-based selection process, Board approved contract
with Polyengineering, Inc. to perform engineering design and other professional services related
to the tank.
- Today (June. 21, 2016) - Also on the agenda, Purchasing and OCWS staff is recommending the
bid award for the erection of the tank to Phoenix Fabricators and Erectors, Inc.
At this point in time, final design plans have been produced by Polyengineering and the Florida
Department of Environmental Protection (FDEP) has issued the Notice of Intent to Permit. Early
on in this project, staff anticipated a 1,000,000-gallon tank. During engineering design, the size
and type of tank was closely looked at and determined to be a 750,000-gallon pedestal tank
(AKA "golf ball on tee" tank). The primary reason to reduce the size was water quality (or
"turnover") - in other words, if a tank is over-designed way above and beyond the customer
demand for that pressure zone, you could end up with water quality issues because of low water
turnover. Another factor in finalizing the size and type of tank was budget restrictions.
Once the tank erection is further along in construction, staff intends to move forward with a
separate competitive bid process to paint the tank, along with the Airport Tank and other tank
maintenance and inspections throughout the water system. A typical OCWS tank has two (2)
County sand dollar logos, so that the tank can be recognized from multiple directions.
Recently, the Eglin-Hurlburt community was named a “Great American Defense Community”
(GADC). This is a national designation/award that the Economic Development Council (EDC)
applied for, and has since been coordinated with County, federal, and other stakeholders at the
Eglin Community Partnership Program and Tri-County Planning Initiative meetings. As this is a
prestigious recognition, staff is proposing that the logo on the north side be the GADC logo
(attached). This will not add any expense to the project, and it will make the tank and this
designation prominent to all travelers coming into Okaloosa County from Highway 85 North.
The traditional County sand dollar logo would be on the south side of the tank. Staff is
requesting approval of this logo strategy.
Once constructed and in service, this tank will fulfill several purposes. It will provide additional
storage to the potable water system; thus, minimizing risk during emergencies. This additional
tank will provide redundancy to our Mid County upper pressure zone, which currently just has
one elevated tank on Airport Road. Once the new tank is constructed, the Airport Tank can be
taken out of service temporarily for needed painting and maintenance. This tank will also
provide a large volume of water for fire suppression of the hangars in the Bob Sikes Industrial
Park. The current ground storage tank is sized per the insurance requirements of BAE Systems
and L-3 Communications. For the industrial park to continue to develop, a new large capacity
water tank is needed.
OPTIONS: Approve or deny.
RECOMMENDATION: Staff recommends BCC approval to move forward with the Great
American Defense Community logo on the proposed Mid County Tank #4.
