rental became mandatory during
certain times, and twilight fees were increased.
3. In May 2007 City Council canceled the fee increases scheduled to take effect June 1, 2007 per
the multi -year rate plan adopted in April 2006.
It had been the consensus of City Council at the
May Budget Policy Meeting that it was in the best interest of the Golf Club to not increase fees as
scheduled.
4. In September 2007 City Council revised the fee schedule to decrease the County member rates
add an
to the City member rates, add a six -month membership, add a member play card,
unlimited rounds ( excludingcart) non -member play card, add bulk purchase for condo /rental
agencies, and add a 9 -hole twilight rate.

1. The City' s auditors have commented in the last three years' audits about the Golf Fund' s cash
flow deficits and deficit unrestricted net assets.
2. Per the adopted Comprehensive Fee Schedule, rate increases at the golf club were to take effect
June 1, 2008 based on the rate structure adopted in April 2006 along with relative increases for
the new categories adopted in September 2007. Rates have not yet been adjusted, pending the
outcome of this Golf Fund Meeting.
3. Annual rate increases have been in place for many years for water and sewer rates, another
enterprise fund activity.
4. Annual rate increases are critical to ensuring revenues keep pace with the inflationary costs of
operations and provide funding for capital needs.
5. Over $ 1. 6M in capital needs ( cart paths, bulkheads, irrigation, pond liner, storage bldg) have
been identified for the next five years.
Policy Impact
1. Green fees and cart fees are generally scheduled to increase 10% on June 1, 2008. This is
because the rate plan adopted in April 2006 scheduled 5% annual increases and the June 1,
2007 increase was not implemented.
2. The following rate increases, not an all- inclusive list, are scheduled effective June 1, 2008:
a. 12 -month membership ( City or County resident): 43% or $ 150 increase to $ 500 per year
b. Member 18 -hole green fee: 10% or $ 1. 55 increase to $ 16. 55 per round
c. Member 18 -hole cart fee: 10% or $ 1. 20 increase to $ 12. 70 per round
d. Non -member 18 -hole green fee: 10% or $ 2. 60 increase to $ 27. 60 per round
e. Non -member 18 -hole cart fee: 10% or $ 1. 55 increase to $ 16. 55 per round
3. The proposed rates are consistent with rates at other courses ( see chart on next page).
