BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: October 21, 2014 TO: Honorable Chairman and Members of the Board FROM: Ed Schroeder SUBJECT: FY15 FWC Grant Application DEPARTMENT: Tourist Development Department BCC DISTRICT: ALL STATEMENT OF ISSUE: Request approval to submit an application for 2014-2015 Florida Fish and Wildlife Conservation Commission (FWC) Supplemental Artificial Reef Construction Grant in the amount of $60,000. BACKGROUND: The County has determined that constructing artificial reefs will promote tourism by offering diving, snorkeling, and fishing activities. Okaloosa County is currently in contract negotiations with FWC regarding the conceptually awarded $80,000 from the 2013-14 Supplemental Grant and $60,000 from the 2014-15 Artificial Reef Construction Grant. The Okaloosa County Tourist Development Department (TDD) will provide a combined match of $100,000 to these conceptually approved grants. The Florida Legislature has allocated an additional $500,000 in supplemental funding in 2014-15 for the construction and monitoring of artificial reefs, with each grant award capped at $60,000. The intent of this 2014-15 supplemental grant application, in the amount of $60,000 with no matching funds, is to procure funding towards the construction of an additional rubble-mound reef, comprised of suitable artificial reef materials donated by the Eglin Air Force Base. The proposed deployment, Concrete Target Reef #3 (CTR-3), will lie in the southern center patch reef of Fish Haven 13. Applications are due October 29. This item will be presented to the TDC for informational purposes at its October 23 meeting. OPTIONS: Approve or Disapprove RECOMMENDATION: Request approval to submit an application for 2014-2015 Florida Fish and Wildlife Conservation Commission (FWC) Supplemental Artificial Reef Construction Grant in the amount of $60,000, authorize the Chairman to sign as the County’s representative the application and other grant-related documents as may be required during the term of the grant, and authorize Contracts & Grants to submit the application and other grant-related documents as may be required during the term of the grant. RECOMMENDED BY: APPROVED BY: John Hofstad, Interim County Administrator
