PROJECT DESCRIPTION The applicant, Kinetic Builders, Inc. has requested to rezone the O. 8- acre site from R- 2, Multifamily DweDing District to MUCC- 2 Mixed Use Community Commercial- 2 District in order to zone it to a district that is considered consistent with the Future Land Use designation. The request site indudes four parcels comprising three platted lots in the Howard GUI Subdivision. The applicant acquired the East 80 feet of Lot 11 in 1979. Subsequently, the applicant acquired Lot 9 in 1996, the rest of Lot 11 and Lot 10 in 1998. The site is currently undeveloped, except for a commercial building ( 1.479 sJ.) housing the applicants business Kinetic BuUders, Inc., and an older frame. residence 762 s.f.)which the applicant states is to be demolished upon development of that portion of site. The request does not include consideration of site plan approval for new development. C. PROJECT CHRONOLOGY The lots in the request parcel were initialJy zoned R- 1 ( Single Family DweUing) District in 1960. In 1977 Lots 10 and 11 were rezoned to C- 2. In 1982 the present structure on Lot 11 containing the applicant's business was constructed according to Okaroosa County Property Appraiser's records. 2 Lots 10 and 11 were rezoned to R-2 in 1986 as part of area-wide Southeast quadrant rezoning the City implemented in the mid 198( Y s. The property was first designated MDR on the FLUM in 1990 when the City first adopted Future Land Use maps as part of its Comprehensive Pfan: 2000. The property remained designated MDR when the Future Land Use maps were revised pursuant to the CRA Plan Update in 1998 and the new Comprehensive Plan -Directions" in 2000. That designation was considered appropriate as all lands in the same block were used for residential use except for the applicant's business which was tegally established in the time frame between 1977 when it was rezoned to C- 2 and 1986 when it was rezoned by the City as part of an area-wide rezoning effort.
