SUBJECT: Solicit Request for Qualifications for General Aviation Services
DEPARTMENT: Purchasing

STATEMENT OF ISSUE: The Board of County Commissioners is requested to consider the
Airports desire to solicit a request for qualifications (RFQ) for aviation engineering, consulting,
architectural, aviation planning and construction services. Additionally, the Board is requested to
consider appointment of the following review committee members: Okaloosa County Airports
Deputy Director, Airports Administration and Finance Manager, Airports Finance and Projects
Development Specialist, Airports Operations Coordinator, and a Design Engineer from Public
Works. The Purchasing department will facilitate meetings for the committee.
BACKGROUND & ANALYSIS: Existing contracts for three general consulting and
engineering services firms will expire July 8, 2014 (C09-1736-AP, C09-1737-AP, C09-1738-
AP). The Airports Department would like to enter into new contracts with qualifying firms at the end of
the RFQ process. The contract term for each firm is proposed at three years and each will have two one
year options to renew. Contract award requests will be brought to the Board for approval.
OPTIONS: Approve/Reject the RFQ process for Purchasing to solicit aviation engineering,
consulting, architectural, aviation planning and construction services for Airports and the
appointment of the review committee.
RECOMMENDATIONS: Staff recommends approval of the RFQ process for Purchasing to
solicit aviation engineering, consulting, architectural, aviation planning and construction services
for Airports and the appointment of the review committee.
