BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: May 20, 2014 TO: Honorable Chairman and Members of the Board FROM: Dino J. Villani SUBJECT: EMS Billing Contract with Intermedix DEPARTMENT: Public Safety BCC DISTRICT: All STATEMENT OF ISSUE: Request Board approval to award and execute the contract for EMS billing services with Intermedix for a total estimated cost of $370,000 annually. BACKGROUND & ANALYSIS: The purpose of the contract is to provide professional billing services for EMS. The scope of the contract includes, but is not limited to, patient care reporting, data sharing with key hospitals and reporting to the Florida Department of Health Bureau of EMS, compliance auditing, fee collection, insurance claims, and direct revenue payments. Proposals from six billing companies were submitted on March 7, 2014. The Board approved selection committee met on March 24, 2014, to review and rank the proposals. Through the RFP process, Intermedix proposed continuing and enhancing services at a substantial savings compared to the current contract. Currently, Intermedix charges 8.58% of collections, which includes ToughBook field computers for electronic patient care reporting. In this proposal, they reduced their collections fee to 5.53% providing the same services for an approximately $110,000 annual savings. The committee unanimously recommended that Intermedix be awarded the contract. The coordination process has been completed. Intermedix is the current billing contractor and has provided this service for Okaloosa County EMS since May 1999. The existing contract expired May 18, 2014, and new contract will need to be effective May 19, 2014. OPTIONS: Approve or Reject the request to award and execute the contract with Intermedix. RECOMMENDATION: The department recommends awarding the contract with Intermedix and executing it effective May 19, 2014. RECOMMENDED BY: APPROVED BY: Ernie Padgett, County Administrator
