Re: Board of County Commissioners Budget Meeting Attendance
Dear Mr. Hofstad,
Please accept this letter as my follow-up request to be added to the Board of County
Commissioners Budget Workshop Agenda. Bridgeway Center Inc. (BCl) is requesting the
Board of County Commissioners re-instate the 2013 County match of $244,043. Bridgeway
Center is Okaloosa County’s local non-profit behavioral healthcare facility providing Baker
Act related outpatient crisis support services that prevents physical harm to life and other
criminal acts. BCl's Crisis Support Services provides a public safety net, reduces
transportation by EMS or Law Enforcement, as well as incarceration in the County Jail.
Presently, Okaloosa County is the only county in the State of Florida that does not provide
match dollars for crisis related services to their local non-profit community behavioral
healthcare facility. BCI’s current contract with the Department of Children and Families
requires a local match from the community of $261,000.
Okaloosa County Commissioners” approval of these match dollars gives added value by
expanding access to critical services for stability to Okaloosa County residents who need
these crisis support services. The current impact with the County’s match increases the
triaging of patients needing behavioral healthcare treatment and medical staff treatment
as a divegsjon that reduces the County Jail population.

BOCC Budget Meeting Attendance Request, Attachment #1
Bridgeway Center, Inc. Managing Entity Contract
Regarding Match Funding
Bridgeway Center, Inc. (BCI) as the County’s Community Behavioral
Healthcare Provider, are required by contract to obtain match funding. Listed
below is specific contract language addressing these match requirements for
BCI:
1. Page 1, “The provider acknowledges that the match requirement will be
amended into this contract. The provider can expect a continuation of
last FY match requirements.”
2. Page 9, (15), “The provider will shall demonstrate efforts to initiate and
support local county implementation of the Medicaid Substance Abuse
Local Match Program in order to expand community service capacity
through draw down of Federal funding.”
3. Attachment 1, Page 1, (2), “"Client” (synonymous with recipients of
services) means any individual who is receiving services in any
substance abuse or mental health program whose cost of care is paid, in
part or in whole, by BBCBC, Medicaid, Medicaid capitated managed care
entities, or local match.”
4. Exhibit B, 1, c, “Pursuant to s. 394.76(3), Florida Statutes (F.S.), the
provider agrees to provide local match funds in the amount” of
$261,000.00.
As you can see from the contract verbiage referenced above, match funding is
required for BCI to maintain the State of Florida contract with the Department
of Children and Families.

BCI Match Dollar Value
BCI’s match dollars are a fiscal responsibility
that provides behavioral healthcare coverage for
low income working people in Okaloosa

this solution which:
1.Ensures access to critical services for
Okaloosa recipients to reduce the risk of
misdemeanor and/or felony charges.
2.Provides critical outpatient services related
to intervention and diversion for Baker Act
related costs and services.
3.Reduces transportation costs for taxpayers
for EMS and the Sheriff’s deputies.
