On 5 Oct 2015 I conducted an inspection of the Okaloosa Island Fishing Pier and surrounding area to
include Anglers restaurant. I found the following deficiencies:
1. Parking Lot – excessive amounts of sand buildup in both the parking lot and bed areas. Parking
lot needs to be restriped. Trash throughout parking lot.
No noticeable changes in sand buildup or striping. Did appear to be a little less trash.
No noticeable changes from 2 NOV 15.
Removal of excess sand in parking lot and striping completed. Still some excess sand in
parking lot islands closest to building.
Removal of excess sand in parking lot and striping completed. Still some excess sand in
parking lot islands closest to building.
2. Anglers Building Exterior – excessive amounts of garbage around building especially in front
behind fenced area and under stairs. Oyster shells with black mold along fence on West side.
Generator is unserviceable and completely rusted out. Upstairs exterior West side had trash and
doors are swollen and rotten. Several deck boards leading to pier need replacing. Numerous trip
hazards. East stairs leading to beach were unserviceable and unsafe. Handrail was rotten and
breaking away from stairs. Two cracked steps were being held together with metal straps
creating a “folding” effect as you walked down them. The bottom tread was missing completely.
I spoke with Ofelia, the Manager on Duty, and informed her that the stairs needed to be closed
immediately to prevent an accident.
No noticeable changes in excessive trash in front behind wall or oyster shells. Doors on
upper West side have been replaced, several deckboards leading to pier have been replaced
and stairs are repaired and serviceable. Still several deckboards to replace.
No noticeable changes from 2 NOV 15.
Oyster shells have been removed. Still trash behind front wall and around building (pics).
Same trash has been there on East side and in front of building behind wall throughout
inspections (pics). Still several deck boards to replace.
Replaced several more deck boards and repaired concrete at rear entrance to restaurant.
Trash and old paint cans behind front wall have been removed.
3. Angler’s interior – inside restaurant appeared to be cluttered and dirty needing much
maintenance. Did not complete a thorough inspection inside restaurant. Recommend this be
done and possible health inspection.
Did not do follow-up on interior of restaurant.
No noticeable changes from 2 NOV 15.
Did not do follow-up on interior of restaurant.
Did not do follow-up on interior of restaurant.
4. Pier Entrance/Building – paint along interior wall peeling away from wall. Area was dirty.
Drywall has been repaired and repainted both locations. Appeared to be cleaner.
No noticeable changes from 2 NOV 15.
Area cleaned up. Still needs some repair to decking at entrance door (pic).
Entrance door has been painted and 1 complete section of blowout boards has been
replaced on East side of entrance.
5. Pier – large amount of items on West side exiting building onto pier. Area was dirty and much
cluttered. Large mop bucket full of rainwater and trash. Trash everywhere. There were areas
that the concrete had broken away and was creating a trip/fall hazard. Several blowout boards
need to be replaced as they are loose, broken or rotting away. One fish cleaning station on the
West side needs to have the 4x4 board in front of it replaced as it is rotten. 8 of the 16 lights
along the pier are either missing bulb, lenses or both and some have exposed wires and ballasts.
Area on West side exiting onto pier had been cleaned up. No noticeable changes to lights,
concrete areas, trip hazards or blowout/deck boards. Also several exposed screws sticking
upward that could cause foot injury if stepped on.
No noticeable changes from 2 NOV 15.
Approximately 50 blowout/deck boards have been replaced but not fastened down (pics).
Fish cleaning station 4x4 has been replaced. Still several exposed screws and no light
covers have been replaced.
No more blowout boards have been replaced. Some still unsecure. Exit door on South side
has been painted. Still several screws exposed with potential foot hazard/injury. All but
one light lens’ have been replaced. Electrician has been notified and is aware of shortage.
Concrete contractor was onsite beginning repairs of cracked and broken areas.
6. Bathroom Area at end of Pier – bathrooms were not cleaned and didn’t appear to have been in
some time. Urinal in men’s room was non operational. Didn’t appear as if the stainless steel had
been cleaned any time recently. There were exposed wires and outlets on the exterior of the
building creating a safety hazard. There was an excessive amount of garbage behind vending
machines. One of the exterior outlets appears to have shorted out at one time. None of the
outlets are weather resistant or had any types of covers to prevent moisture intrusion.
Bathrooms did not appear to have been cleaned this am. Urinal in men’s room was
operational. Exposed wires had been repaired and holes filled with foam. Exterior outlet was
removed and covered with plate. Still excessive amounts of garbage behind vending
machines.
No noticeable changes from 2 NOV 15.
Bathrooms did appear to have been cleaned. Trash has been removed and area clean
behind vending machines. Some trash under benches (pic).
****NEW ITEM**** Several metal grates at end of pier are missing fastening screws
creating a “bouncing” effect (pics). Some grates are zip tied together (pics).
