Of

To Adopt a Tourism Marketing Plan for 2013

WHEREAS, the revisions included a new provision added to Section D.200 governing the review

Budget for the County by the BOCC; and

WHEREAS, the County retained the Peter Meyer Firm to perform the work of developing the
Marketing Plan for review by the Tourist Development Council (TDC) and BOCC as soon as possible
during the first quarter of 2013 in order to facilitate the County’s return to the market with a strategy and
spending plan for the remainder of the fiscal year; and
WHEREAS, the Firm and TDD staff worked diligently during December and January to produce
a draft Marketing Plan meeting the new requirements of Section D.200(2) of the Operating and
Procedures Manual and reviewed the Plan with the TDC at its monthly public meeting on January __ and
at a specially called meeting on February __; and
WHEREAS, the TDC approved the content of the Marketing Plan, and voted to recommend
adoption to the BOCC; and
WHEREAS, the BOCC has now reviewed the proposed Marketing Plan and heard a presentation
from the Firm and TDD staff and input from the public.
NOW THEREFORE, the Board of Commissioners of Okaloosa County hereby resolves as
follows:
SECTION 1. FINDINGS OF FACT
A. The TDD and the Firm have worked diligently in producing the initial form of the formal
Marketing Plan now required by Section D.200(2) as a part of each annual budget for the
expenditure of Tourist Development Tax revenue by the County. While this plan will, in the
future, be developed in concert with the development of the overall budget for TDT funds for the
next fiscal year. This initial plan was required to be developed after the adoption of the 2013-
2014 budget and proposed to allocate and direct the expenditure of the funds already budgeted for
this fiscal year.
B. The adoption of this initial, partial, plan is required in order to provide guidance and funding
authorization to the Firm as it prepares a detailed marketing plan to allow the County to re-enter
the regional market with the necessary campaign elements to maintain current momentum from
last year’s record high year for TDT revenues and maintain competitive advantage in the crowded
destination market.
C. This initial plan is adopted with the express understanding that it is a work in progress from the
Firm that will be further developed in scope and detail throughout the remainder of the fiscal year
with input and approval from the TDC, TDD and the BOCC. The BOCC expressly recognizes
that the TDC is authorized and encourages to review all specific marketing campaigns and work
product generated by the Firm under this plan as provided for in Section E.700 of the Manual.
D. The authorization for spending provided in this plan is limited to a general allocation of projected
revenue receipts between the general tasks outlined therein and not to be construed as a blanket
authorization for the expenditure of those funds. Rather, the BOCC understands and directs staff
to process all expenditures of this revenue through the task order review and approval process
adopted by the BOCC and codified in Section E.600 of the Manual and the provisions of the
County contract for marketing services with the Firm.
SECTION 2: CONCLUSIONS OF LAW

County, Florida, in public meeting, duly constituted and assembled on February __, 2013 that the
Marketing Plan attached here as Exhibit A is hereby adopted:

Commissioners of Okaloosa County and upon being attested to by the Clerk of the Circuit Court.
Passed and adopted this ____ day of __________ 2013.
