get through May to get an idea in the spring months where their production is at the time. He said if
the production picks up maybe the revenues will match expenses, then that would be the best time to
bring the item back to Council to get endorsement. He requested Council consider postponing the
issue until the end of May and if they see that the revenues have caught up with expenditures and
they are on pace to meet their projections, that would be the ideal time to bring it back to Council.
Brandy Wunker, Finance Director, stated she prepared a proforma income statement for the Utilities
Fund and it does show that their current fiscal year revenues are lower than what had been budgeted
so they would like to wait until May to get a better idea of where the revenues are going to fall for the
current fiscal year. She said if the revenues start to trend upward then they would like to wait to see if
they can do the project at ,that time and bring it forward then.
Discussion included whether to postpone the item until June for the Utilities Director and the
consultant to provide information regarding investment return on the issue, or whether to postpone the
issue until next year.
Mr. Minich moved to postpone the item until the first meeting in June. Mr. Reeves seconded
motion and it carried unanimously with Miller, Reeves, Garvie, Pullen, and Minich in favor
Holmes and Hartwell absent).

CITY OF FORT WALTON BEACH
MEMORANDUM
DATE: March 24, 2009
TO: Robert Mearns, Acting City Manager
FROM: Mike Dutton, Fire Chief V°
SUBJECT: Interlocal Agreement between the City of Fort Walton Beach and the
Okaloosa Board of County Commissioners for Radio Communication Equipment
Received through the PSIC Grant.
BACKGROUND: The Department of Commerce joined the Department of Homeland

The State of Florida determined that the best way to utilize the PSIC grant was to expand
the Statewide Law Enforcement Radio System ( SLERS) that was already established and
in use in much of the state. SLERS is an 800 MHz trunked radio system that is described
as "the premier public safety radio system for all law enforcement, first responders and
other public safety users in Florida. It provides a single,. proven, robust system with
direct, same system interoperability between all users."
This Interlocal Agreement outlines the requirements for the transfer and use of property
obtained by the Okaloosa County Board of Commissioners under the PSIC Grant.
DISCUSSION: Funding has been provided to purchase communication equipment as
outlined in the Region 1 Public Safety Interoperability Sub -Grant Worksheet to provide
for interoperability within Okaloosa County. The equipment for the City of Fort Walton
Beach will be used by both the Fire Department and Police Department and is listed in
the attached Interlocal Agreement.
RECOMMENDATION: It is to the benefit of the City to enter into this agreement with
the Okaloosa County Board of County Commissioners. Staff recommends that Council
direct the Mayor to sign the Interlocal Agreement for Radio Communication Equipment
