BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: May 5, 2015 TO: Honorable Chairman and Members of the Board FROM: Don Vanderhoek SUBJECT: Approval to Gift 5 Surplus Computers to Elder Services of Okaloosa County DEPARTMENT: Information Systems BCC DISTRICT: ALL STATEMENT OF ISSUE: Request approval to donate five (5) surplus computers to Elder Services of Okaloosa County. BACKGROUND: Elder Services of Okaloosa County, a local non-profit organization, has requested the County’s assistance in replacing aging equipment so they are compliant with County network standards. A copy of the request from Ms. Ruth R. Lovejoy, Executive Director of Elder Services of Okaloosa County, is attached for reference. The five (5) surplus computers identified as potential donation items were part of a Public Safety 911 Century link and Cassidian contract and were not individually tagged as inventory assets. The approximate total value of these surplus computers is $4,000.00 (as shown on the attached listing). This request to donate five (5) surplus computers to Elder Services of Okaloosa County has been reviewed by the County Administrator, and since the request falls outside established County policy, it is being presented to the Board of County Commissioners for consideration. The donation is permissible under Florida Statute 274.05 which states: "the governmental unit may offer surplus property to other governmental units in the county or district for sale or donation or may offer the property to private nonprofit agencies as defined in s. 273.01(3) by sale or donation." County policy states, "Donation of surplus County property to other government entities or under BOCC budgeting authority located in Okaloosa County may be considered upon approval of the County Administrator and notification to the Board. All donations will be coordinated through the County Fixed Assets Coordinator as adopted by the Board on February 21, 2006." The Information Systems Department and the Fixed Asset Coordinator will insure all required documentation is completed if the donation is approved. OPTIONS: Approve/Disapprove donation of five (5) computers to Elder Services of Okaloosa County as requested by Ms. Ruth R. Lovejoy. RECOMMENDATIONS: Due to a security risk associated with aging computers on the County network, staff recommends approval to donate five (5) surplus computers as identified herein to Elder Services of Okaloosa County. RECOMMENDED BY: APPROVED BY: John Hofstad, County Administrator
