BOARD OF COUNTY COMMISSIONERS
AGENDA REQUEST
DATE: April 15, 2014
TO: Honorable Chairman and Members of the Board
FROM: Sunil Harman
SUBJECT: Selection Committee Nominations and Contract Extension
DEPARTMENT: Airport
BCC DISTRICT: All
STATEMENT OF ISSUE: The Board of County Commissioners is requested to approve
selection recommendation committee members for Airport Management Consulting
Services RFQ review. In addition, the Board is requested to approve an extension of the
incumbent contractor, AMRI, Inc. From May 1, 2014 to September 30, 2014.
BACKGROUND: AMRI's contract expires May 1, 2014; however, the Task Order for
preparation and submission of Passenger Facility Charge (PFC) Application No. 6 needs
additional time from its original estimated completion date. The PFC application process
is governed by Federal Aviation Administration (FAA) regulations which require an
extensive schedule including a public comment period, consultation with the airlines and
the Orlando Airports District Office, before being sent to the regional office in Atlanta for
review and approval. Each phase may take as much as thirty days (not all combined), so
we currently estimate completion of the process in August. Further complicating the
airline consultation requirement has been the recent merger of United/Continental, and the
ongoing merger of American and U.S. Airways. This extension of AMRI's agreement will
also facilitate the transition of the replacement consultant.
Recommended selection recommendation committee members are: Gary Stanford (or
designee), Clerks Office; Kimberly Kilpatrick, Water & Sewer; Bill Leaman, Convention
Center; Clay Simmons, Public Works; and Jon Morris, Airports. Purchasing Department
will facilitate the process.
OPTIONS: Approve, disapprove, or Table
RECOMMENDATIONS: The Airport Staff recommends approval of the contract
extension and the selection recommendation committee membership.
