Each board shall consist of seven ( 7) members and two (2) alternates. Alternates shall participate in the meetings, but shall not be seated to vote except upon the absence of a regular member. 2. All board members shall be residents of the City for a minimum of one ( 1) year. 3. All board members shall be registered voters. 4.
