E., Public Services Director SUBJECT: Release of lien at 653 Country Club Avenue NE REQUEST: Kathi Thomas, property owner, is requesting removal of lien at 653 Country Club Avenue NE, Fort Walton Beach, FL 32547, more particularly described as Parcel ID No: 24- S1 -36- 0540 -0008 -0038 Lot 3 & S 30.75 feet Lot 2, Block " B ", a subdivision of Country Club Estates according to the Plat Book 2676, Page 3568, of the Public Records of Okaloosa County, Florida. BACKGROUND: The subject property was found in violation of code section 3. 10. 06: Roof Maintenance on June 27, 2008. The roof to the building was falling off and in disrepair. The property was brought before the Code Enforcement Board and an Order II was issued on November 12, 2008 and a fine of $ 100. 00 per day was imposed until the property was brought into compliance. The violation was corrected on February 16, 2009 with the demolishing of the house on the property. The property has remained in compliance since this date. The total accrued lien amount is $ 15, 700. 00 in addition to $ 650. 00 in administrative fees. DISCUSSION: Kathi Thomas requests that the lien in the amount of $ 15, 700. 00 be removed and the administrative fees of $ 650. 00 be waived. Based on CEB lien reduction policy ( see attached lien reduction /removal policy) and the amount of staff time and direct expenses to coordinate compliance for this case, staff believes a total of $ 3, 790. 00 is an appropriate compensation to the city and citizens to comply this case. RECOMMENDATION: Staff recommends that the Council authorize the Mayor to execute a Release of Lien for the property at 653 Country Club Avenue NE within three days of the owner paying a total of $3, 790. 00.
