Beedie, City Manager From: Helen Spencer, City Clerk Date: October 9, 2012 Sabiect: 2012 -26 - Abolishes HSSAB 1. BACKGROUND: 1. 1 On March 13, 1984, the City Council adopted Resolution 84 -15 establishing the Historic Sites and Structures Advisory Board as a five -member board to act in an advisory capacity to City Council on rules and regulations governing various situations relating to historic sites and structures in the City. 1. 2 In 1987, Resolution 87 -43 was adopted to authorize the Board to designate one of its members as chairperson each calendar year, and in 1990, Resolution 90 -12 increased the Board from five to seven members. 2. DISCUSSION: 2. 1 The past several years the Board reduced their meetings to every other month and experienced difficulty in having quorums at regularly scheduled meetings. Also, the City' s new Land Development Code contains a section on historic preservations designed to protect such sites and activities, and can be monitored by the City' s Local Planning Agency, deeming it duplicative and redundant to have a Board that has the same duties. 2. 2 On March 13, 2012, the City Council voted unanimously to sunset the Historic Sites and Structures Board effective immediately. 3. RECOMMENDATION: 3. 1 Staff respectfully requests City Council adoption of Resolution 2012 -26 to abolish the Historic Sites and Structures Advisory Board effective March 13, 2012.
