o.m Section 2: Project Overview General Project Information Project Title: OFFICER SAFETY AND EVIDENCE COLLECTION Subgrant Recipient: City of Fort Walton Beach Implementing Agency: City of Fort Walton Beach Police Department Project Start Date: 10/ 1/ 2012 End Date: 9/ 30/ 2013 Problem Identification The Fort Walton Beach Police Department is faced with the challenge of protecting the citizens of the city and continuing to provide the many functions of a full- service municipal police department in an era of declining revenues. For FY 2012 -2013, the department must operate with a budget approximately 20- percent less than the previous year. The existing budget leaves many needs either unfilled or only partially satisfied. Fort Walton Beach Police Officers occasionally encounter suspected clandestine methamphetamine laboratories. These clandestine facilities can produce gasses that are both harmful to the health of persons in the area and potentially explosive; knowledge of the presence and concentration of these gasses is important to the safety of all persons in the vicinity. The department owns two portable hazardous gas detectors that can be attached to the protective clothing warn by officers responding to such incidents. The current department budget does not include funding for replacement sensors, calibration gas, and regulars necessary to calibrate and maintain the hazardous gas detectors. The department has made use of the Bulletproof Vest Partnership ( BVP) through the U. S. Department of Justice to help provide each officer with a ballistic vest. This funding reimburses the department 50- percent of the cost of each officeRs primary duty vest. Members of the Fort Walton Beach Police Department Tactical Response Team ( TRT), however, require a second set of body armor. The primary duty vest is inappropriate and totally inadequate for the specialized high -risk situations for which TRT members are called out. The department ?s budget does not include funding for the protective equipment that will be required for anew member who will soon be joining the TRT, and BVP funding is not available for this purpose. The Department ?s Evidence and Property Room Manager has the continuing responsibility to document, inventory, control, dispose of and purge property and evidence of all types, including hazardous and special risk materials. Specialized training is available for evidence and property managers; however, this type of training is not offered in our local area. The department ?s budget has been unable to accommodate the expenses of out- of-town training for this purpose. Project Summary (Scope of Work) The Fort Walton Beach Police Department proposes to utilize grant funding to enhance officer safety through the acquisition and use of the following equipment and training: 1)- Sensors, Calibration gas, and Regulators necessary for the operation of two portable hazardous gas detectors used by officers in suspected methamphetamine lab environments; 2)- Ballistic Protective Equipment to equip one new member of the department ?s Tactical Application Ref # 2013 -JAGC -1995 Section # 2 Page 1 of 3 Contract 201 3JAGC- OKAL -6 -07- Rule Reference 11 D -9. 008 OCJG -005 ( rev.
