SUBJECT: Consideration of Mid-bay RAC Festival District
DEPARTMENT: Growth Management

STATEMENT OF ISSUE: Staff requests direction on whether to proceed with bringing to the
Board for adoption an ordinance that would designate the Mid-bay Regional Activity Center (see
attached map) as an open container area for alcoholic beverages.
BACKGROUND: The developers of Destin Commons and the Regional Activity Center has
requested that the County consider designating the Mid-bay Regional Activity Center as an open
container area which would allow alcoholic beverages to be carried and consumed outside of
eating and drinking establishments in the same manner as they are allowed to be carried and
consumed in Destin's South Harbor Festival Marketplace and other areas in Northwest Florida.
Staff has received a draft of such an ordinance (attached), but has not undertaken a detailed
analysis pending Board direction.
OPTIONS: The Board may choose to direct staff to bring forth the requested ordinance or not.
RECOMMENDATIONS: Staff recommends that the Board of County Commissioners
consider the information provided dring the visitor's presentation and direct staff accordingly.
