BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: April 5, 2016 TO: Honorable Chairman and Members of the Board FROM: GinNeal McVay SUBJECT: Water & Sewer Project Manager Hiring Rate DEPARTMENT: Human Resources BCC DISTRICT: ALL STATEMENT OF ISSUE: Request an annual salary of $75,004.80 for the Water & Sewer Project Manager in the Water & Sewer Department. BACKGROUND: We have recruited for a Water & Sewer Project Manager and have been able to identify a candidate with strong project management and civil engineering experience. The candidate, Ms. Wendy Prather, has a Bachelor's Degree in Civil Engineering from the University of Portland. Further, she holds a Professional Engineer license in Oregon, California and Washington and is a Certified Floodplain Manager in Oregon. Ms. Prather has over 20 years of experience in project management in the civil engineering field, including 7 years as a project manager/engineer for the Cities of Milwaukie and Beaverton in Oregon. County Human Resources Policy provides authority to the County Administrator to hire up to the 75th percentile of the pay range. Because of our need to fill this position with a well-qualified candidate, and in consideration of the current market conditions and competition for qualified candidates in the civil engineering field, the department has requested that we hire at 5.3% below the maximum salary of the grade. Ms. Prather's final offer of employment is contingent upon the successful completion of all county requirements including a background check, most of which has already been completed satisfactorily at the time of this agenda entry deadline. OPTIONS: Approve/Deny RECOMMENDATIONS: Approve salary request of $75,004.80 annually for Ms. Wendy Prather as the Water & Sewer Project Manager.
