BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: July 7, 2015 TO: Honorable Chairman and Members of the Board FROM: Elliot Kampert SUBJECT: Public Hearing -Young Rezoning DEPARTMENT: Growth Management BCC DISTRICT: District 3 - Boyles STATEMENT OF ISSUE: Consideration of application 387238-BCC-2015 requesting to change the use of land submitted by the property owner and applicant, Tom Young, relating to property located off Point Center Road, Crestview vicinity. The request is to rezone the property from the Residential Rural (RR) district to the Residential - 1 (R-1) district, consistent with the Future Land Use Map designation of Low Density Residential (LDR). Property contains 194.31 acres, more or less. BACKGROUND: • The Planning Commission considered and voted to approve a large-scale FLUM amendment (LPA 03-14) for this property at a public hearing held June 12, 2014. • The requested change was from Rural Residential to Low Density Residential. • The reasoning and information in support of the FLUM amendment was presented in the staff report considered at that public hearing, and is attached hereto as Exhibit 1. • The property owner did not make application for a concurrent rezoning of the property at that time. • The requested FLUM amendment was transmitted for state agency review and ultimately adopted by the Board of County Commissioners at a public hearing held October 7, 2014. • The applicant is now requesting a rezoning so that the zoning district (R-1) will be consistent with the adopted FLUM designation (LDR). PUBLIC COMMENT/OPPOSITION: None to date. PLANNING COMMISSION: The Planning Commission voted unanimously to recommend approval at a public hearing held June 11, 2015. MILITARY REPRESENTATIVE: No comment. STAFF POSITION: Staff has no objection to the requested rezoning. RECOMMENDATION: It is recommended that the Board consider the facts presented herein, the Planning Commission recommendation, as well as any facts that may be presented at the public hearing, and then decide whether or not to adopt the requested rezoning by ordinance. If the Board of County Commissioners decides to re-zone the property as requested, the following motion is recommended: "Motion to approve an ordinance amending the zoning of Parcel 02-2N-24-0000-0001-0000 owned by Tom Young from Rural Residential (RR) to Residential 1 (R-1) as provided in the attached ordinance."
