CITY OF FORT WALTON BEACH
MEMORANDUM
DATE: March 17, 2008
TO: Joyce Shanahan, City Manager
FROM: Mark Wiltsie, Human Resources Director
SUBJECT: March 25, 2008 Workshop - Pension Matters
BACKGROUND:
A workshop scheduled for March 25, 2008 at 5:30 p.m. has been scheduled to provide a
review of the 3- pension plans which are sponsored by the City of Fort Walton Beach.
The 3- pension plans that were requested for discussion included the Police Officers',
Firefighters', and the General Employees' Pension Plans.
DISCUSSION:
In preparation for the above referenced workshop and at the recommendation of the
City Attorney, Staff has contacted the attorneys for the 3- pension plans which include
Mr. Jim Linn with Lewis, Longman, & Walker, P.A.', who provides legal counsel with
respect to the General Employees' Pension Plan and Mr. Lee Dehner with Christianson
Dehner, P.A.,who represents both the Police Officers' and Firefighters' Pension Plans.
Both Mr. Linn and Mr. Dehner will be at this meeting to provide a brief overview of
these defined benefit pension plans and respond to questions from City Council.
In addition, we have requested that a representative from Foster & Foster, P.A. who is
the pension actuary for the Police and Fire Plans be in attendance to answer any
questions the City Council may have regarding the most recent actuarial valuations for
the Police and Fire Plans. As you recall Mr. Mike Tierney met with City Council in
August 2007 and provided information regarding the General Employees' Pension plan.
Due to other commitments, Mr. Tierney will not be in attendance at the workshop but
would be pleased to provide a written response to any question that might come up that
either Mr. Linn or staff can not answer.
Staff has provided the following documents pertaining to these 3 -plans:
Enabling ordinance( s) regarding the 3- pension plans.
A matrix identifying a brief overview of the benefits of the 3 -plans.
The actuarial evaluation reports as of 10/ 01/ 07 for the 3- pension plans.
I would be pleased to provide any additional information regarding these pension
plans.
