C. last Spring, Mayor Mike Anderson learned about a successful youth commission program in Hampton, Virginia. The Hampton Youth Commission is a group of twenty high school students that represent the young people and make decisions on issues important to the youth of the city. The commission acts as an advisory board, making recommendations to the City Council for approval. The commission also provides liaisons to certain boards and committees throughout the city. Representatives from the commission work closely with city staff to develop ordinances, resolutions and other necessary government functions. The City of Hampton also provides a staff member to assist the commission in their day to day functions. Upon returning from the conference, Mayor Anderson requested staff investigate the possibility of creating a youth commission for the City of Fort Walton Beach. Staff collected information from the Hampton Youth Commission to learn about their program and how they got started. Representatives from the City, Fort Walton Beach High School, Choctawhatchee High School and the Okaloosa County School District met in February to discuss the issue and agreed to pursue the program. The goal of the commission is to have strong minded youth with "vision", help the City make the right decisions involving future generations by involving the youth in the decision making process. Discussion: Staff contacted school officials recently and learned there is still interest in pursuing the program. A meeting between staff, school officials and students is needed to work out numerous details of the commission including: number of commissioners, how they are selected, term limits, et cetera. Recommendation: Staff respectfully requests that the City Council approve the creation of a Fort Walton Beach Youth Commission and allow City representatives to meet with students and faculty at both the City' s high schools to work out the details of the commission and come back to the City Council at a later date with detailed plans.
