CITY OF FORT WALTON BEACH
COMMUNITY DEVELOPMENT SERVICES DEPARTMENT
MEMORANDUM
Date: November 7, 2006
To: Joyce Shanahan, City Manager
From: Missy McKim, CDS Director
SUBJECT: Consideration of the request from Rev. S. L. Thigpen, Beulah
Baptist Church, to exchange property the church owns at 36
Carson with property the City owns at 106 McGriff Sl
REQUEST:
Rev. Thigpen submitted a letter on August 24, 2006 to Ms. Shanahan ( attached) requesting
that the City consider exchanging property that the church owns at 36 Carson with the property
the City owns at 106 McGriff St.
BACKGROUND:
The City purchased the property at 106 McGriff St. and razed the old boarding house building.
Beulah Baptist Church owns the property on either side of the City owned property. The
Church will be developing their properties on both sides of 106 McGriff into a parking lot to
service the church expansion they are preparing to undertake. They own lots 1, 2, 3, 5, and 6.
The Church would like to acquire the property located at 106 McGriff in order to consolidate
their parking lot for the church expansion. The new building will take up the majority of the
for
parking area that the church now has, therefore they have to relocate the required parking
the church.
ANALYSIS:
Below is a table comparing the two parcels based on the information from the property
assessor and city maps.

The Beal Parkway Neighborhood Plan was approved by City Council in January 2006
which
designatesboth for mixed use. One of the major goals of the Plan is to develop
parcels
of
workforce housing in mixed use type of projects, if possible. The City purchased the piece
use of the property as a boarding
property on McGriff in order to eliminate a nonconforming
house and immediately upon closing razed the building. Based upon the Beal Parkway
the
Neighborhood Plan, this property would be suitable for residential use or to partner with
owner in a mixed use type of development. However, the Church needs
adjoining property
their property for a parking lot, which will not lend itself to the potential residential development
of the City lot, which is limited in width by itself.
The Church' s property at 36 Carson is much more suited to the goals of the Beal Parkway
Neighborhood Plan because of its shape and location adjacent to other residential
uses.
With this in mind, and the similarity in the properties, it is staff's opinion that it is in the best
interest of the City to accept the Church' s request to exchange properties.
RECOMMENDATION:
Staff recommends that City Council direct staff prepare the necessary documents to exchange
St.
the Church owned property at 36 Carson Drive with the City owned property at 106 McGriff
