BOARD OF COUNTY COMMISSIONERS
AGENDA REQUEST
DATE: July 2, 2013
TO: Honorable Chairman and Members of the Board
FROM: Jeff Littrell
SUBJECT: SCADA Virtual Server Replacement Equipment
DEPARTMENT: Water and Sewer
BCC DISTRICT: All
STATEMENT OF ISSUE: OCWS staff requests BCC approval to authorize the Chairman to
execute the purchase of a Server package from Dell for $66,953.72
BACKGROUND: The Water & Sewer SCADA (Supervisory Control and Data Acquisition)
division currently has 15 aging servers that are approaching or beyond their useful lifespan. All
15 servers have expired warranties. Five of the servers that currently store mission critical data
are experiencing stability issues. Rebuilding old, out of warranty servers is not the best solution
to our dilemma.
Water and Sewer is requesting to purchase a server package from Dell which includes 3 servers,
2 switches, and 1 Storage Area Network (SAN). The purchase of this equipment will provide the
SCADA division with the following capability:
· Redundancy of servers
· Hardware Support - Currently not supported due to expired warranties.
· Virtualization
o Decrease physical footprint from 15 servers to 3 servers.
o Ability to create new virtual servers at any time without the need to purchase
new hardware.
o Recovery time will be faster due to speed of recovering a virtual computer
compared to physical hardware
SCADA is arguably the most critical element of our water & sewer operations. It is the brains
with which most of the water & sewer system is monitored and controlled. To summarize, the
current SCADA servers have had repeated failures in recent months, and a major crash is
imminent - unless we purchase new servers. A major SCADA failure would expose the system
to possible catastrophic consequences. The proposed virtualization solution is better, cheaper,
more reliable, and more modern than simply replacing the old physical servers that we are
currently nursing along.
This purchase is from Dell, which is the standard computer equipment provider and the pricing is
the Florida State Contract price. Funds are available in the FY2013 budget.
OPTIONS: Approve or deny.
RECOMMENDATION: Staff recommends BCC approval to authorize chairman to execute
the purchase of the Dell server package for the amount of $66,953.72.
