Dear Scott:
Preble-Rish is pleased to provide Okaloosa County, Public Works Department, Environmental
Services Division (County) with this proposal to perform the 2016 semi-annual compliance and
remedial action sampling and reporting for the Baker Landfill. This proposal includes services to
continue ongoing semi-annual and annual compliance and assessment monitoring and reporting in
accordance with the 2008 RAPMOD - 2011 Addendum (RAPMOD), dated August 1, 2011, and
approved by the Florida Department of Environmental Protection (FDEP) on December 7, 2011.
This proposal provides scope of services, estimated fee, and schedule to perform the semi-annual
compliance and RAPMOD sampling reporting.
SCOPE OF SERVICES
In accordance with the closure permit for Baker Landfill, Permit No. 0075982-004-SF and the
RAPMOD approved by FDEP on December 7, 2011, semi-annual reports for compliance and
remedial action sampling are due by May 1 and November 1 of each year. Preble-Rish will sub-
contract local sampling firm, RDH Environmental for collection of samples and utilize TestAmerica
Laboratories for laboratory analysis.
In addition to the standard water quality sampling, analysis and reporting, Preble-Rish provides
local resources, available to respond and assist the County on a wide variety of issues. Preble-Rish
proposes to continue monthly site inspections to assist the County in continuing to maintain the
landfill operations in accordance with County and FDEP standards. Preble-Rish will document and
maintain a log of inspection findings and will provide the information electronically to the County.

TASKS 1 & 2- SPRING & FALL 2016 SAMPLING AND REPORTING
The following describes the proposed semi-annual sampling events for 2016 which will include
field sampling activities, water quality analyses, and reporting of findings. Task 1 will be for the
spring event and Task 2 will be for the fall event. The following will be performed for each event.
WATER QUALITY SAMPLING
Water quality sampling will include the collection of groundwater samples, and when available,
collection of surface water and seep samples. Groundwater sample collection will be performed for
compliance and RAPMOD requirements. Field work, sampling methodologies, data evaluation, and
data Quality Assurance/Quality Control (QA/QC) will be performed in accordance with Chapter 62-
160, FAC, Standard Operating Procedures (DEP-SOP-001/01) (SOPs) and the closure permit.
Preble-Rish will perform compliance sampling to meet the requirements listed within the closure
permit and the remedial action sampling requirements listed in Table 2 of the RAPMOD. Semi-
annual sampling will generally be performed during February and August, with the August event
including annual sampling of the private Shue Well.
As required by Chapter 62-701.510(9) (a), Preble-Rish will electronically notify the FDEP within 14
days prior to each scheduled sampling event. Preble-Rish will also coordinate sampling internally
and with the County, and also with TestAmerica to confirm sample bottles have been ordered and
delivered and sampling is on-schedule. Water level measurements will be collected from each
monitoring well across the site prior to sample collection. During purging procedures, indicator
parameters will be measured and recorded in the FDEP water sampling logs in accordance with the
current FDEP SOPs and permit requirements. For Quality Assurance/Quality Control (QA/QC)
purposes, Preble-Rish will collect the appropriate number of equipment blanks and duplicate
samples in accordance with the FDEP SOPs.
Prior to the initiation of sample collection, field instruments will be calibrated according to factory
instructions. Instrument calibrations will be documented on a field log and submitted to the County
with the field sampling logs and laboratory analytical results. Static water levels in each required
well will be obtained on the same day using an electronic water level indicator to the nearest 0.01
foot. During the collection of the static groundwater elevations, each monitoring well will be
visually inspected. If any problems with the monitoring well are observed, Preble-Rish will
immediately notify the County of the problem.
Low-flow groundwater purging, and sample collection procedures will be followed in the field using
a portable pneumatic bladder pump or similar device, where dedicated pumps are not present. For
recovery wells, samples will be collected from the recovery pumps via sampling ports on the
submersible pump drop-pipes. When recovery wells are not operating, samples will be collected
from the annular monitoring wells. FDEP SOPs will be followed during all sampling activities.
Sampling equipment will be decontaminated prior to all phases of purging and sample collection to
reduce the potential for cross contamination between sample locations. Required Quality
Assurance/Quality Control samples will be collected including duplicates, equipment blanks, and
trip blanks. The August event will include the semi-annual sampling locations included in the
February event with the addition of the private Shue well.
During the purging and sampling operations, the groundwater will be monitored for pH, dissolved
oxygen, specific conductance, temperature, turbidity, oxidation reduction potential (ORP), colors,
odors, and sheens (by observation), and ferrous iron for monitoring wells which have been selected
for Monitoring Natural Attenuation (MNA). Monitoring of these parameters will provide an
indication of stabilization of the groundwater quality prior to sample collection. These parameters
will be recorded on the sampling log. Once the indicator values are stabilized and a sufficient
volume purged from the well, sample collection will begin.
After sample collection, the samples will be prepared, preserved as necessary, and shipped to
TestAmerica using industry standard chain-of-custody procedures.
LABORATORY ANALYSIS & REVIEW
Water quality analyses will be performed by TestAmerica in accordance with Chapter 62-160, FAC
DEP-SOP-001/01 and the closure permit. TestAmerica is certified by the Florida Department of
Health Environmental Laboratory Certification Program (DoH ELCP). TestAmerica will perform
analyses as listed within the Okaloosa County compliance permit and RAPMOD in standard turn-
around times (approximately two calendar weeks) and provide an electronic report and data
package deliverable to Preble-Rish.
A Level II quality control data package will be included within the laboratory report for each
sampling event. Upon receipt of the laboratory report and data package, Preble-Rish will perform a
quality assurance/quality control (QA/QC) review.
REPORTING
Preble-Rish will review the analytical data, and prepare tables, figures, and a written report for
each semi-annual event conducted during 2016. The reports will include a section on results of
compliance monitoring and results of remedial action monitoring. Preble-Rish will also include a
section in the reports addressing the operation and maintenance of the monitoring and
remediation system at Baker. In accordance with the RAPMOD, reports will include a discussion of
the effectiveness of monitored natural attenuation. Conclusions and recommendations will be
provided in each report regarding monitoring location compliance and the effectiveness of the
remediation system.
Task 3- MONTHLY LANDFILL INSPECTIONS
Preble-Rish will continue to perform monthly landfill inspections in an effort to assist the county
with maintaining landfill operations in accordance with County and FDEP standards. Monthly
landfill inspection data will be collected on a site specific field form and logged into an excel
database on a monthly basis. Any significant issues identified will be reported to the County
immediately.
DELIVERABLES
The report for each sampling event will be submitted to the County in draft format. The draft
report will include a complete electronic copy of the report in pdf format with a separate copy of
the text in .doc format for tracked-changes review revisions and comments by the County. Preble-
Rish will make appropriate revisions to the draft report based on County input and prepare the
final version for submission to the FDEP by the May 1 and November 1 deadlines.
The final deliverables to the County following each of the two sampling events will include the
following:
• One compact disc (CD) containing the following files:
Semi-annual compliance & assessment water quality report
Water level measurement sheets, calibration records, and field sampling logs.
Laboratory analytical reports
Parameter monitoring reports in ADaPT format.
Preble-Rish will submit an electronic file on compact disk and hard copy of each report on behalf of
the County to the Northwest District and Tallahassee office of FDEP. The compact disk will contain
the files as listed above.
PROFESSIONAL FEES AND INVOICING
Preble-Rish will conduct this work for a Lump Sum of $78,000 for semi-annual groundwater and
surface water monitoring and reporting based on the number of monitoring points and the specific
permit required parameter list. Invoices will be prepared monthly on a percent complete basis.
