VISITOR - NATIONAL ASSOCIATION OF COUNTIES 2013 ACHIEVEMENT
AWARD
Mr. Dino Villani, Public Safety Director, stated each year the
National Association of Counties (NACo) offers achievement
awards to county governments for innovative programs. He was
happy to tell the Board that the Emergency Medical Services
(EMS) Division has received the NACo 2013 Achievement Award for
its STEMI Alert Program in the Health category. Mr. Villani
said thanks go to the paramedics and EMTs for their work in the
advanced level of cardiac care. Joining Mr. Villani at the
podium are Al Herndon, EMS Division Chief; Mitch Mongell, CEO of
the Fort Walton Beach Medical Center; and Kevin Burton.
Mr. Mongell explained the typical timeframe from door to balloon
for cardiac emergencies is 90 minutes. However, because of the
innovational program with EMS, at Fort Walton Beach Medical
Center that time is under 55 minutes. He added they are able to
bypass the emergency department and go the cath lab where an
Interventional Cardiologist is waiting and in some cases the
elapsed time is under 30 minutes. Mr. Mongell said this program
saves lives and heart muscle.
Chief Herndon stated the EMS division is “where the rubber meets
the road” and spoke highly of the paramedics and EMTs who get
this done.
VISITOR - DR. KAREN CHAPMAN, FLORIDA DEPARTMENT OF HEALTH IN
OKALOOSA COUNTY, AGREEMENT FOR RENOVATION OF CRESTVIEW AND FWB
FACILITIES
Dr. Karen Chapman, Director of the Florida Department of Health
in Okaloosa County, stated this is a formal request to go
forward with renovation of the Crestview and Fort Walton Beach
facilities. She stated the building costs exceeded their
reserves and pointed out their State allocation was vetoed. As
a result, Dr. Chapman said they are unable to move forward with
100% of the planned renovations. She advised that the Crestview
facility was priority and renovations are fully funded for that
building. Dr. Chapman said the department has just under
$400,000 for the Fort Walton Beach facility but that is not
sufficient to complete the work.
Dr. Chapman stated she has sent a capital outlay request to the
Florida Department of Health for completion of the renovations.
She said an agreement between the Florida Department of Health

are awarded, the county agrees to let the Okaloosa County Health
Department continue to occupy the buildings. Mr, Harris made
motion, seconded by Mr. Parisot, to approve the agreement as
outlined by Dr. Chapman and to authorize the Chairman to execute
same. 5 yeas.
