the motion to reject
all the current proposals and direct staff to re- bid and exercise local
preferences of our purchasing
policies only. Mr. Minich seconded motion and it carried unanimously with Holmes, Patterson,
Tucker, Pullen, and Minich in favor (Campbell abstained; Hartwell absent).
The City Attorney advised that Council is back to square one on the RFP' s. She noted the item before
Council on February 14th was to accept one of those proposals at that time and the action taken at this
time is up to Council.
The City Manager expressed her understanding that Council just rescinded the action to
reject all bids and
directed her to re- bid. She reported the bids were received today on the re- bid. She mentioned if it is still
Council's desire for local preference, to direct staff to continue with the bids
currently received; but if
Council wishes to expand the local preference to include any bank in the
City, she suggested Council
direct her to talk with the banks that bid the first time to determine their interest in
bidding again with the
second re- bid, which would involve extending the bid date by about 30 days.
During discussion on which action to take regarding banking services, the City Manager pointed out that
the bids received on the first RFP typically expire after a certain period of time.
Mr. Holmes moved to continue the direction given on
February 14, 2006 to reject all current proposals
from the previous RFP) and direct staff to re~bid and exercise local preferences of our
purchasing policies
only. Mr. Tucker seconded motion.
There was an exchange of views whether the RFP should include the restriction for local preferences or
without the restriction.
The City Manager explained that the bids received in February have expired, and those bids
may need to
be rejected. She further explained that during the process the RFP was improved with the second RFP
better than the first RFP, so the proposals received under the first bidding process would not do as
good a
job for the City as the proposals received under the second bidding process. She requested guidance on
the direction to take.
The City Attorney suggested that the current RFP date be extended, that it be put back out on the street,
and to advise the banks it is open again. She further suggested if the direction of Council is that all banks
are considered, that would be in the RFP as well.

Regular Council Meeting
BANKING SERVICES RFP ( CONTI
She noted the Purchasing Policies and Procedures have a local preference option and explained with all
else being equal, Council can take the local bidder over any other bidder. She also clarified the reason for
the conflict of interest is that a stockholder of a bank is in line for dividend in profits, which is a money-
making financial benefit that enures to a special interest.
Mr. Patterson moved to re- authorize the City Manager to go back out for bids and include any bank
within the Fort Walton Beach zip codes, 32547 and 32548. Mr. Tucker seconded motion.
Mr. Minich moved to amend the motion from Fort Walton Beach zip codes to " local area". Mr.
Holmes seconded the amendment. Mr. Holmes seconded motion and it carried unanimously with
Holmes, Patterson, Tucker, Pullen, and Minich in favor (Campbell abstained; Hartwell absent).
The Mayor called for the vote on the motion, as amended, to re- authorize the City Manager to go
back out for bids and include any bank within the Fort Walton Beach local area, and it carried
unanimously with Holmes, Patterson, Tucker, Pullen, and Minich in favor (Campbell abstained;
Hartwell absent).
The City Manager wished to know whether Council preferred to have the top three banks make a
presentation to Council or to have staff make a recommendation to Council.
Mr. Holmes moved that staff make a recommendation to Council ( on award of the Banking
Services RFP). Mr. Minich seconded motion and it carried unanimously with Holmes, Patterson,
Tucker, Pullen, and Minich in favor (Campbell abstained; Hartwell absent).
MAYOR/COUNCIL ANNOUNCEMENTS
Mr. Patterson praised the Police Department and Fire Department on their rapid response to a head- on
collision traffic accident last Friday.
Mr. Patterson reported on a meeting he and Dr. Pullen attended on the development of a tri- county range
that will benefit the community, and hopefully within the next 30-40 days there will be some movement on
the venture. He said anyone interested in the venture can call Representative Jeff Miller' s office for an
update.
Mr. Holmes mentioned telephone calls he received regarding businesses by Auer Marine off Walter Martin
that had received a complimentary warning from the Code Enforcement Officer for parking on the side of
their facilities. He suggested the issue be discussed at a workshop and wished to know how to answer the
questions of the businesses on where they can park.
The City Manager agreed there are residential and commercial right- of-way issues in the community and
concurred a workshop item is a good idea in order to understand Council' s issues then they can ask the
Municipal PlanningBoard to help resolve the issue. She added it will not be a quick fix and staff will not
actively site anyone in the right- of-way except those who park vehicles for sale that are blocking a
sidewalk.
The Mayor reported last Wednesday a Group Study Exchange Team from India through the Rotary Club
visited the City, toured facilities and received a very professional presentation from staff. He complimented
staff on a tremendous job done on the Arbor/Earth Day Celebration held last Friday at the Landing. He
stated he enjoyed the City picnic last Saturday. He complimented Dan Bubis in CDS on the Neighborhood
newsletters that are very informative.

RES. IN SUPPORT OF USAF HOUSING PROJECT
The Mayor pointed out a resolution passed by the County Commissioners and the Mary Esther City
Council in support of the Air Force housing project. He stated that Mr. Mike Spa its from Eglin Public
Affairs Office has asked if the City of Fort Walton Beach would also prepare a resolution in support of the
Air Force housing project. He explained the Now Therefore paragraph of the resolution would state:

Council would like a resolution prepared with that wording.
