BOARD OF COUNTY COMMISSIONERS
AGENDA REQUEST
DATE: July 16, 2013
TO: Honorable Chairman and Members of the Board
FROM: Dino J. Villani
SUBJECT: 2013-2014 Emergency Management Performance Grant
DEPARTMENT: Public Safety
BCC DISTRICT: ALL
STATEMENT OF ISSUE: Approve the 2013-2014 Emergency Management Performance
Grant for $80,809.00. The federal funds provided under this grant must be matched dollar for
dollar from non-federal funds.
BACKGROUND: Because Emergency Management Services are essential to the wellbeing of
all Florida’s residents and visitors, and to the state’s infrastructure, the Department of Homeland
Security provides federal pass through funds to the State of Florida. The grant has a 50/50 match
requirement, which can be matched with funds from the Okaloosa County Emergency
Management Division local budget or the state-funded Emergency Management Performance
and Assistance grant. A portion of these funds are provided to local emergency management
programs to augment local capabilities. The authorized equipment listing maintained by the
Department of Homeland Security identifies approved equipment that can be purchased with
these funds. The current Emergency Management Performance Grant expired on June 30, 2013.
The new grant funding begins on July 1, 2013, and expires June 30, 2014. The funding helps to
pay for communication services, equipment, EOC operations and maintenance, and other items
directly related to the emergency management program.
OPTIONS: Approve/disapprove.
RECOMMENDATIONS: Approve the Emergency Management Performance Grant and
authorize the Chairman to execute the subgrant agreement and all other grant documents
necessary during the term of the grant.
