STATEMENT OF ISSUE: Catherine Gauthier with Emerald Coast Harley Davidson has
requested permission to utilize county parking area at The Boardwalk to conduct a five day
motorcycle event.
BACKGROUND: County Ordinance #13-07 (regulation of county recreational areas, including
parks and beaches) addresses Special Events at county parks, beaches or recreational areas
within Okaloosa County.
A request has been received from Emerald Coast Harley Davidson to conduct a five day
motorcycle event at the Boardwalk on Okaloosa Island. The event would take place Wednesday,
October 21st through Sunday, October 25th between the hours of 10:00 A.M. and 6:00 P.M. each
day. Setup for the event is to begin Sunday, October 18th and final tear down would take place
Monday, October 26th. Estimated attendance is 2000 each day. The Emerald Coast HOG
Chapter will be hosting rides to benefit Children in Crisis and the Children's Advocacy Center.
Two bike shows are scheduled to benefit the Special Operations Warrior Foundation and the
Veteran's Memorial Tower. The Sand Dollar Motorcycle Club will be hosting its 35th Annual
Pumpkin Run to benefit Elder Services. Various vendors will be on site including food and
beverage vendors. The vendors and shows will be within the blue area on the attached site plan
of the Boardwalk parking lot. Overflow parking will be at the Emerald Coast Conference
Center.
This request has been reviewed by Public Works, Public Safety, the Sheriff's Office, the
Okaloosa Island Fire Department and the leaseholder. The Fire Department requests fourteen
(14) feet of access around the perimeter for fire department apparatus and that a fire extinguisher
be placed near the portable generator on site. The applicant has made arrangements for shuttle
service from the participating hotels and the Emerald Coast Convention Center parking lot for
their event.
OPTIONS: Approve / Disapprove
RECOMMENDATIONS: Approve the request for a Special Event Permit to utilize county
beach area at The Boardwalk to conduct a five day motorcycle event as submitted by Emerald
Coast Harley Davidson contingent upon extension of the liquor permit to serve alchohol in the
parking lot, receipt of the proper insurance and receipt of the required fees.
