SUBJECT: Engineering Services for Public Works

STATEMENT OF ISSUE: Proposals were received from twenty-one (21) firms on April 19,
2013 to provide Engineering Services for the County Public Works Department. The Board
approved Selection Committee (see attached) met on June 25, 2013 to review and rank all
proposals received. Six firms were selected after discussion and numerical standing to
recommend entering into contract with:
Larry M. Jacobs, Pensacola, FL
HDR, Pensacola, FL
Preble Rish Inc., Ft. Walton Beach, FL
Hatch Mott MacDonald, Pensacola, FL
SCS Engineering, Pensacola, FL
Avcon, Inc., Niceville, FL
BACKGROUND: The resulting contracts will start on October 1, 2013 and replace contracts
currently in place which expire on September 30, 2013. Funding will be available in the
FY 13-14 Budget.
OPTIONS: Approve or Reject.
RECOMMENDATIONS: Staff recommends approval of the Committee recommendation
allowing staff to negotiate fee schedules with the six firms and authorize the Chairman to sign
the resulting contracts.
