CITY OF FORT WALTON BEACH
MEMORANDUM
DATE: August 12, 2005
TO: Joyce Shanahan, City Manager
FROM: Missy McKim, CDS Director
SUBJECT: Emergency rehab - 8 Holmes
City Changers reroofed Mr. Warren LeJeune' s home the end of June. The week before
City Changers reroofed his home, his air conditioner quit working. During City
Changer' s the back of the roof was left uncovered and we had a very hard rain which
damaged the interior of his house, especially his ceiling and floor covering. We have
had A+ Inspection identify the needed improvements to bring the house up to code at
an estimated cost of $24, 990. We have requested 3 bids, and received a bid of
24, 985 from R. S. Rhoades Remodeling.
We would like to start immediately and are asking that you approve this as an
emergency rehab. We will then bring the bid to City Council for approval at their next
meeting. Mr. Rhoades can start this rehab as soon as it is approved by the City.

Subject: Re: Emergency rehab at 8 Holmes
Good Morning Missy,
I agree that this could be deemed an emergency rehab so long as our purchasing procedures were all followed
and purchasing agrees with award of the bid.
We need to ensure that we are covering the purchasing ratification language if the City Manager will expend
funds or incur costs above her $ 12, 000 prior to Council approval.
Let me know if I can be of further assistance.

Please review the attached and let me know if you concur with approving this as an
emergency rehab ( using COSO funds). I am asking that Joyce approve this as an emergency
so that the contractor may start immediately. As you will see from the attached we requested
3 bids, received one ( from one of our regular rehab contractors) and he is ready to start
immediately. The house was damaged during the re- roofing by City Changers, when it rained
and the back was not covered. In addition, the house had a number of items that needed to be
upgraded to bring it up to code. The house would have met the requirements for a rehab, but
was not an emergency until rain poured in and damaged the ceiling, flooring and insulation,
and his air conditioner quit a week before City Changers. We will be taking it to City Council
to ratify on the 23rd.
Thanks,
Missy McKim, Director
