Mearns, City Manager From: Michael Beedie, City Engineer Date: January 11, 2011 Subject: RFP 11 - 005 Reject All Proposals 1. BACKGROUND: I. I. In the FY 2010 -11 budget for Water Operations in the Utilities Fund, Staff requested procurement of a new annual contract for water tank maintenance for the five ( 5) elevated storage tanks and three ( 3) ground storage tanks in the potable water transmission system. 1. 2. The City' s current water tank maintenance contract is over ten ( 10) years old and does not include the new elevated storage tanks that were constructed on Nicholson Street NE and at the Golf Club at the end of Denton Boulevard. 1. 3. State regulations have also changed and require a licensed professional engineer in the State of Florida to certify the structural and coating integrity of water tanks in the first, fifth, and ninth years of the contract. 2. DISCUSSION: 2. 1. On October 26, 2010, the Purchasing Division issued Request for Proposals ( RFP) No. 11 -005 for a Water Tank Maintenance Program. On November 30, 2010, three ( 3) vendors submitted proposals to provide the requested services. 2. 2. Of the three vendors that submitted proposals, one submittal was rejected for not following the correct procedures for submitting the proposal package as stated in the RFP package. 2. 3. The two remaining proposals were submitted by Caldwell Tanks, Inc. in Louisville, Kentucky and U.S. Tank, Inc. in Chipley, Florida. 2. 4. An evaluation committee was formed to review the proposals that consisted of Michael Beedie, Engineering & Utility Services Director, and Al Jordan, Water Operations Manager. The committee was overseen by William Worlds, Purchasing Agent. The committee met on December 7, 2010, to discuss the proposals, and in a unanimous vote by the committee members, it was decided to recommend rejecting all proposals and revising and reissuing the RFP. The reasons for this recommendation are as follows: 2. 4. 1. One of the two accepted proposals, from U. S. Tank, Inc., did not meet the minimum requirements of the RFP and was deemed non -responsive by the evaluation committee, which left only one responsive proposal. 2. 4.2. There were numerous questions throughout the RFP process that were asked by the vendors that need clarification prior to issuing a new RFP. The main question revolved around whether or not the vendors required a contractor' s license City Council of Fort Walton Beach ENGINEERING SERVICES MEMORANDUM To: Robert T. With the recommendation to reject all proposals,
