Mr. Mayor and fellow Council Members: If V I respectfully propose the following motion: That the City of Fort Walton Beach ask the Sheriff of Okaloosa County to provide this City with information to determine the yearly cost of utilizing the Okaloosa County Sheriff s Office as the provider of public safety in the City of Fort Walton Beach. As part of this request I propose that the City also requests information on the cost of partial service, to include communications and records. This motion is not for consolidation of public safety services with the Okaloosa County Sheriff s Office, it is merely a request for information in order to investigate the option. Thank -you. City of Fort Walton Beach MEMORANDUM To: Honorable Mayor and Members of City Council Thru: Robert Meatus, City Manager From: Ken Perkins, Deputy Fire Chief m Date: May 16, 2011 U0 RE: Core Values Special Council Meeting o 0a 1. Backeround 1. 1 Just over a year ago, the City Manager requested that I share a short ^+ presentation with the City Council regarding staff' s desire to implement a comprehensive Performance Excellence Program. The program is intended to better align goals, behaviors, and processes across our entire > organization and promote a more positive work environment for our m employees through open communication and empowerment. For our elected officials, the program will produce an increased amount of o` quantifiable performance data that may be considered when making vital 0 decisions that will shape the future of the city and its local government. E 1. 2 This past December, multiple meetings were held across the city to speak with every employee about Performance Excellence Programs and their benefits. During those meetings, most employees were very supportive of our effort to change the operational philosophy of the city. In fact, many employees spoke out about " crisis management ", operational silos, and the limited input employees had in submitting ideas and creating solutions within their work environment And, as promised to the employees during those meetings, we began to organize resources and create an implementation plan for a citywide Performance Excellence Program. 2. Discussion 2. 1 Perhaps, the most important aspect in establishing the Performance Excellence Program is creating a solid foundation on which to build. To do this, there are three critical elements that must be formally instituted; core values, a meaningful and accurate mission statement, and a clear vision statement. These elements must be more than just words found on the city' s website or located at the top of department stationery. They must be the guiding principles by which we conduct ourselves, allocate resources, and prioritize goals and objectives. Without these elements, it becomes difficult to bring focus and direction to any organization. Packet Pg. 4 731. Though the city currently has some of these elements in place, we found they were hardly known by the employees. Also, without getting into the details of what makes an effective mission or vision statement, it is felt the city' s mission and vision statements need revision. 2. 2 Beginning in January, all Department Directors began working with their personnel to explain organizational core values and how they impact the workplace. Department Directors also solicited ideas from their employees for a list of recommended citywide core values. Earlier this — month, a workshop was held where Department Directors shared their employees' suggestions with each other and the City Manager. Through j much constructive debate and collaborative effort, a final list of five citywide core values is being recommended to the City Council for 0 approval and adoption. Those core values are o a 2. 2. 1 Integrity m We will conduct ourselves in an honest, trustworthy, and ethical N manner. — 2. 2. 2 Accountability We will take full responsibility for our actions, resources, and attitudes. 2. 2. 3 Teamwork We will work together to provide quality services. 2. 2. 4 Customer Service We will be professional, use all available resources, and stove to meet the needs of our customers. 2.2. 5 Continual Improvement We will promote a culture that seeks to better our organization. 3. Recommendation 3. 1 If approved, these core values will become the principles by which all city employees perform their work and conduct themselves. They will form our non -negotiable code of conduct and will guide our city government on who we hire, how we train, and how we reward. These values will define who we are, what we stand for, and influence our policies, procedures, and guidelines. It is hoped the City Council appreciates the importance of formally establishing our organization' s core values and will approve this first step in instituting our Performance Excellence Program.
