maintenance management program (MAXIMO). 6.4 Incorporate new equipment O/M hard copy and electronic documents associated with PROJECT into exiting WWTP O/M manuals. Work Task 7. Miscellaneous Evaluations, Analysis, and Conceptual Design Assistance As authorized by the CLIENT’s Representative, CONSULTANT may be requested to provide professional services for miscellaneous evaluations, analyses, and conceptual designs to support PROJECT components. CLIENT and CONSULTANT shall develop and negotiate any work tasks assigned to CONSULTANT by CLIENT in accordance with the CONSULTANTS current Master Service Agreement. Work Task 8. Instrumentation and Control (l1&C) Programming and Integration 8.1 I&C Design Services 8.1.1 Instrumentation and Control (I&C) Design-Approximately 100% is anticipated for this engineering discipline. Several existing I&C issues will be addressed during this project, including: 8.1.2 Design modifications and upgrades to the existing Plant Monitoring & Control System (PMCS) to integrate the new processes and equipment into the PMCS. The goal would be to address any I&C issues associated with the existing system including the required upgrades to the system server hardware, software, and network infrastructure. The proposed upgrade shall provide a system that consists of physical hardware server(s)/host(s) that run a virtual environment that shall be configured to communicate with the primary control system network running at the main OCWS office such that the plant data can be monitored and historized for long term archival. The purposed system shall be configured to allow the plant to operate all necessary functions self-sufficiently without requiring connections to remote networks to control, monitor, and operate the plant. (Note: The system running at the main OCWS office is considered the primary control system network as this facility provides the central control system catalog (Wonderware Galaxy) and all of the archived control system files that are actively backed up on the system data back-up appliance.).. 8.1.3 The control system shall also be configured as a secondary/redundant control network that shall allow the Wonderware SCADA application to be monitored and control in the loss of a network connection from the main OCWS office. Therefore the Arbennie system shall be configured to run not only the Wonderware objects and software required for the local plant, but shall include all objects required to view the main SCADA application and Bob Sikes WWTP as well. 11 EXHIBIT A— OKALOOSA COUNTY WATER AND SEWER SYSTEM ARBENNIE PRITCHETT WRF 5 MGD EXPANSION PROJECT MANAGEMENT & DESIGN CRITERIA PROFESSIONAL SERVICES 8.1.4 8.1.5 8.1.6 8.1.7 8.1.8 8.1.9 8.1.10 Design new Wonderware Archestra graphics to update all of the graphics associated with the Arbennie WWTP. This shall include existing and proposed equipment and unit processes. In addition, the graphics shall be Archestra graphics that shall be stored and cataloged in the new consolidated OCWS Galaxy. Prepare SCADA system operation support documentation and associated “how to” instructional booklets for logic and graphical development of adding additional hardware and monitoring into the CLIENT system. All system support documentation shall be cataloged and stored on the primary control system network and links shall be provided such that user can easily access the standard documents Design upgrades to the existing PMCS hardware and software systems to replace the 2007 equipment with new equipment. This process shall commence by performing a plant wide evaluation of the existing systems to determine the current state of the PMCS hardware and software. The existing servers and workstations at the facility shall be replaced with a virtual system architecture that shall be provided, configured and installed to allow virtual servers to run the local Wonderware system functions (object servers, data access objects app engines, view engines, etc.) and provide virtual workstation sessions that are configured to be accessed by hardware thin clients or desktops that function to provide the local interface to the graphical Wonderware system. In addition, all PLC hardware shall be evaluated to determine if the devices should be replaced or upgraded during the project. In the event that the hardware is not replaced the hardware operating system or firmware shall be updated to the latest stable version such that all equipment is operating on the same platform. Design improvements to integrate and consolidate the CLIENT’s Wonderware distribution and collection system SCADA and the PMCS for the Arbennie Pritchett WRF, Russell Stephenson WRF and the Bob Sikes WRF. This shall include consolidating all the Wonderware systems in the central virtual system that is housed at the OCWS central office. In addition local servers shall be installed at each facility for the sole purpose of running the local instances of the object servers, app engines, view engines, and other Wondeware components required for system functionality. All of these objects shall be deployed and managed from the central repository installed at the main OCWS Office. Design and incorporate a Wonderware based solution to allow enterprise and mobile users to access control system applications, reports, and custom dashboards. The intent is to provide a cohesive Wonderware based solution that will enable CLIENT and other authorized personnel to access the information and data from the Wonderware distribution and collection system SCADA and the PMCS for the Arbennie Pritchett WRF, Russell Stephenson WRF and the Bob Sikes WRF using multiple access sources and devices (smart phones, tablets, laptops and other computers) that are not directly associated with the CLIENT’s network. Security will be built into the system to limit control functions as well as access by unauthorized persons. Design improvements to integrate and consolidate the CLIENT’s asset management and supporting software systems from the Arbennie Pritchett WRF to the virtual server system installed at the central OCWS. These supporting systems shall be migrated to the OCWS central office and shall be upgraded to the latest available stable versions, and shall be included in the OCWS back-up and archival scheme. Access to the supporting software applications shall be executed through local thin clients that operate RDP sessions to connect to the centrally installed applications. Evaluation and design of the Server Room infrastructure improvements at Arbennie Pritchett WWTP and the Bob Sikes WWTP. Through preliminary evaluation at each of these facilities, it has been noted that there are major concerns with the areas in which the critical computer and network infrastructure is housed. Below is a summary of the key issues that were determined at each site: 8.1.10.1 At Bob Sikes the existing server rack is installed in a common area that lacks environmental conditioning as well as appropriate physical security measures to mitigate undesired physical access to the server and network equipment. The suggested method to resolve this issue would be to relocate the server and network equipment to a secure room at the facility and upgrade this location 12 EXHIBIT A— OKALOOSA COUNTY WATER AND SEWER SYSTEM ARBENNIE PRITCHETT WRF 5 MGD EXPANSION PROJECT MANAGEMENT & DESIGN CRITERIA PROFESSIONAL SERVICES with the proper environmental conditioning equipment to maintain the interior conditions within the optimum operating range for the installed equipment. 8.1.10.2 At the Arbennie Pritchett WWTP there have been instances where the server room has experienced 8.1.11 8.1.12 leaks in the roof above the server racks housing the critical system components. The areas above the equipment shall be examined thoroughly and any discovered issues shall be corrected. In addition, if it is determined that the equipment has been installed under a roof penetration required for roof mounted equipment, then the server equipment shall be relocated to an area that is not directly under an area that may leak again in the future. Evaluate and migrate the Preventative Maintenance and Asset Management systems currently installed at Arbennie to the BCC network and virtual infrastructure. The intent would be to move these applications for data security and disaster recovery purposes. In order to provide SCADA system data between the SCADA and BCC network the PCMS shall be configured with a secure data tunnel between the two systems along with a database container installed on the BCC network to allow asset information to be harvested and displayed on the BCC network. In addition, the two management applications (Maximo and Hach WIMS) should be evaluated for current utilization and it should be determined if these applications should be utilized in the future, or should these functions be moved to the currently owner Sunguard Technology solution. All hardware and software costs associated with the I&C Design shall be paid for by the CLIENT and may be supplied by either the CLIENT or the D/B Team, as directed by the CLIENT.
