STATEMENT OF ISSUE: To review the final plat for Brownstones Phase II at Kelly
Plantation, a proposed 9 lot single family attached (townhome) residential subdivision as
submitted by Matt Zinke with Gustin, Cothern, & Tucker on behalf of the property owner,
KPH3, LLC. The property is currently zoned Mixed Use 2 (MU 2) with a Future Land Use Map
(FLUM) designation of Mixed Use 2 (MU 2). The property is located within the boundary of
Kelly Plantation Planned Unit Development (PUD) Master Site Plan with a designation of Future
Parcel #4, amended on May 21, 2013. The general location of the property is north of Kelly
Plantation Drive, west of One Water Place Condominium, Destin. Overall property contains 5.69
acres more or less.
BACKGROUND: Development Order (DO) for Brownstones at Kelly Plantation was issued on
July 23, 2013 for a 23 lot single family attached (townhome) residential subdivision. Final plat
for Brownstones Phase I at Kelly Plantation, a 4 lot single family attached (townhome)
residential subdivision was approved by the Board on March 18, 2014 and recorded with the
Clerk of Court (PB 26, PGS. 60-61). The proposed final plat is consistent with the Okaloosa
County Comprehensive Plan, Land Development Code and with Kelly Plantation PUD Master
Site Plan amended on May 21, 2013. Staff has no objection to the approval of the final plat as
submitted. All approvals are on file.
OPTIONS: The Board may approve the final plat for recording, or may withhold approval.
RECOMMENDATIONS: Staff recommends that the Board approve the final plat for
Brownstones Phase II at Kelly Plantation.
