NPDES Permit Compliance Proposal
W
I. Overview
The Florida Department of Environmental Protection ( DEP) under the criteria established
in the F. A.C. Chapter 62- 621.300( 7)( a) is now requiring permits for stormwater runoff
derived nom Municipal Separate Storm Sewer Systems ( MS4s) not addressed during its
Phase I implementation. These new requirements affect the majority of the
Choctawhatchee Watershed:
Okaloosa County Walton County
City of Destin City of Fort Walton Beach
City of Niceville City of Valparaiso
FDOT Eglin Air Force Base
University of West Florida Okaloosa- Walton College
Hurlburt Field City of Mary Esther
Permit compliance requires an annual report for all Phase II MS4s that must address six
6) " minimum control measures" as defined by the Environmental Protection Agency
EP A); each measure specifically identifies permit requirements and provides guidelines
for their successful completion.
Public Education/Outreach Public Participation/Involvement
Illicit Discharge DetectionlElimination Construction Site Runoff Control
Post- Construction Runoff Control Pollution Prevention/Good Housekeeping
The " measures" represent a significant increase in the services MS4s must provide to the
community through their stormwater management program. The reality is that the
majority of the MS4s do not have the means to adequately address all of these
requirements. However, certain resources within the community can assist the MS4s in
achieving a higher level of compliance in a very cost effective manner. The
Choctawhatchee Basin Alliance ( CBA) is one such resource whose main operational
tasks focus on many of the " measures" required in the NPDES permit. By partnering with
CBA, the MS4' s can achieve maximum compliance in a very cost effective manner. This
proposal outlines how CBA can assist in attaining a level of compliance with aU six
6) measures for the remaining four (4) years of the first permit term.
III. Public Education/Outreach
By volunteering with CBA' s water quality monitoring program, the community becomes
educated about the ecology of the watershed. By participating in CBA' s restoration
projects, the community begins to recognize the threats to the watershed. By speaking to
the community at county meetings, school classrooms and organizational functions the
community begins to realize that we all share the same responsibility in preserving the
future of the Choctawhatchee Bay Watershed
During 2004, staff and volunteers ITom CBA spoke at over 50 community events, ranging
nom homeowners' meetings to community festivals, in an effort to educate the public on
issues concerning the watershed. A special emphasis is being placed on the children of
the community by providing lessons on water quality issues to local classrooms. CBA
involves the students in restoration projects, and is currently developing a vegetative
monitoring program to increase participation outside the classroom.
Measurable Goals
Continue current educational/outreach programs to community
Continue to distribute brochures/ fact sheets during public speaking events
Continue to provide information and updates through CBA' s web site
Continue to supply quarterly newsletter outlining CBA' s actions
Continue to staff tours of unique areas in the Basin
Continue education campaign for the Clean Water Initiative
Revise and distribute the Boaters Guide to include pump- out stations
Develop webpage outlining the CBAlNPDES partnership
Create CBAlNPDES Logo to be used on all outreach materials
Publish educational items in local publications with CBAlNPDES logo
Host annual public forum to discuss watershed issues
Develop hands- on curriculum for local students tailored to our watershed
Involve elected officials in curriculum development and special programs
Create interactive website for community discussion on watershed issues
Develop an on- line library for educational material including GIS
Initiate an annual arts award that focuses on our waters
Implement an educational campaign targeted at specific industries
Develop radio/ TV spots focused on watershed issues
CBA will devote approximately 30% of the program' s resources for compliance with
this measure. Therefore the total cost to the City ofFort Waltonfor this program is
15, 000.
IV. Illicit Discharge Detection
Locating illicit discharges and eliminating the sources of these pollutants within the
watershed is another " measure" required in the permit. CBA is able to assist with this
task by locating some pollutant sources through analysis of our volunteer water
monitoring data and supplemental scientific studies conducted by CBA. To complement
our current efforts CBA is adding a bacteria monitoring program to supply more
scientific data to assist in detection. Additionally, CBA has strong relationships with the
governmental agencies that administer the funds for the restoration and stormwater
projects designed to eliminate the pollutant sources. CBA is currently developing projects
for Hogtown Bayou, Liza Jackson Park, Clement Taylor Park, Western Lake and Camp
Creek Lake.
This measure cannot be fully supplied by CBA. However, in addition to the monitoring
previously mentioned, CBA can assist the MS4' s in developing their program by hosting
annual workshops designed to synchronize all of the MS4' s within the watershed through
technical assistance and guidance.
Measurable Goals
Continue to expand current volunteer water quality monitoring programs
Continue bacteria monitoring to identify problem areas
Continue to apply for grants to address major problem areas within the watershed
Continue to provide supplemental studies that assist in identifying problem areas
Promote waste pump- out stations for boats located in Basin waters.
Host Annual training session for MS4' s regarding illicit detection compliance
Create webpage outlining information on illicit discharge detection
Distribute information brochures on illicit discharge detection
Train " Citizen' s Watch" on illicit discharge detection
Provide water quality data and public feedback
CBA will devote approximately 20% of the program' s resources for compliance with
this measure. Therefore the total cost to the City of Fort Walton for this program is
10, 000.
VIII. Reporting.
Work performed by CBA will be reported on an annual basis to contracted partners in
accord with the Florida Department of Environmental Protection NPDES Phase II
Annual Report Guidance Form. Each report will be identified by the CBAlNPDES logo
with an explanation of the program and the contributing partners.
IV. Product and Cost
The Choctawhatchee Basin Alliance proposes to provide necessary services to each of the
local governments responsible for implementing National Pollution Discharge
Elimination System (NPDES) Phase II under direction of the Florida Department of
Environmental Protection ( FDEP) for the remaining four ( 4) years of the first permit
term. CBA wishes to address any and all opportunities for joint accomplishment of the
requirements of the NPDES placed on local governments. We believe the synergy
achieved through community alliances will provide a better environment at the minimum
cost for each taxpayer. CBA will tailor its services to meet specific needs of a
community, and will attempt to combine similar services among municipalities to reduce
costs.
Total cost for CBA toimplement this initiative for aU of the MS4' s within the
Choctawhatchee Watershed is $ 450, 000. CBA is requesting that the City of Fort
Walton contribute $ 50, 000 on an annual basis for the next four ( 4) years to assist
CBA in this endeavor.
A 3% increase will be added on an annual basis to accommodate increases in CBA costs.
