Pass Bridge
d) The topographic survey will veer off of the road when approaching the guardrail of the
Destin East Pass Bridge and wind around under the bridge. The winding strip will be
approximately 30’ wide from the bottom of riprap revetment.
e) Provide topographic survey Microstation files to HDR to utilize for design
f) Prepare legal description and survey to meet Eglin AFB requirements
Task 2 Total: $34,920
Task 3: Preliminary (30%) Design
Upon receipt of the topographic survey, HDR will produce 30% plans and design
documentation in order to establish the horizontal location of the shared use pathway. A
professional engineer registered in the state of Florida will be responsible for the design and
plans. The 30% design will consist of the following activities:
a) Utilize FDOT Design Standards and Plans Preparation Manual to establish and
document design criteria for the shared use pathway.
b) Provide design iterations in Microstation utilizing the survey files provided by NCG.
Design will include establishment of the horizontal and vertical alignments for the
project and cross section design.
c) Produce 30% plans for the project including, key sheet, typical sections, general notes,
project layout, plan & profile, and cross sections. Plan view will be produced at 50-
scale and will consist of approximately 30 sheets based on the project length. Cross
sections will be cut at 100-foot increments and will consist of approximately 27 sheets.
d) Produce 30% design documentation report which includes all criteria and decisions
used in design. The report will also include a 30% construction cost estimate.

e) HDR will schedule a plans review meeting with FDOT for input and approval of the
shared use path location.
f) Environmental review for design to include wetland delineation and endangered
species surveys, and preliminary agency coordination.
g) HDR will lead a 30% design meeting with the TDC, OILA, and other project partners to
review and discuss the proposed project design.
h) Upon approval, necessary updates to the 30% design will be incorporated and the
project area legal description will be established by NCG for submittal to Eglin AFB to
start their 8131 review.
Task 3 Total: $67,252
GRAND TOTAL FOR TASKS 1-3: $102,172
Future Tasks Following Eglin AFB Review (To Be Negotiated Upon Results)
Task 4 (if required): Environmental Baseline Survey & Environmental Assessment
a) Phase I Environmental Baseline Survey (EBS) - HDR will prepare a Phase I EBS for
the approximately 3.6 mile by up to 40-foot wide strip of land owned by Eglin AFB in
accordance with Air Force Instruction 32-7066, Environmental Baseline Surveys in
Real Property Transactions, dated 26 January 2015. The land covered by this EBS will
be located immediately north of U.S. 98 within the FDOT right-of-way. The EBS is
needed to support an easement between the project’s proponent and Eglin AFB.
Task 4a Total: $14,168
a) Environmental Assessment (EA) - HDR will prepare an EA in accordance with the
National Environmental Policy Act of 1969 (NEPA); the regulations implementing
NEPA (Title 40 Code of Federal Regulations [CFR] Parts 1500–1508); Department
of Defense (DOD) Directive 6050.1, Environmental Considerations in DOD Actions;
and U.S. Air Force (USAF) implementing regulation for NEPA, the Environmental
Impact Analysis Process (EIAP), Title 32 CFR 989, as amended. The EA chapters
will be organized as follows: (Chapter 1) Purpose and Need for the proposed
1
The 813 review is also known as an Environmental Impact Analysis Process (EIAP). It begins
early in the planning process typically by the Real Estate Office and starts when adequate
information is known about a proposal to allow an estimate of its effects on the environment.

action. (Chapter 2) Alternatives considered (including a "No Action" alternative).
(Chapter 3) Affected environment (baseline conditions) & environmental
consequences of the proposed action and the alternative(s) to include cumulative
effects. (Chapter 4) Management actions, best management practices and permits
required, etc. (Chapter 5) Listing of agencies, persons consulted, and references.
The principal objective of this effort is to provide Eglin with an EA that provide a
complete, objective appraisal of the positive and negative impacts of the proposed
action, implementation methods, and mitigations and/or management measures.
Task 4b Cost Range: $60,000 - $75,000
Task 5: 60% to Final Design & Construction Plans
a) Upon receipt of Eglin AFB 813 (EIAP) review comments, HDR will proceed with
updating the design and plans. Typical design deliverable phases following 30% design
include 60%, 90%, 100% and Final Plans. Deliverable requirements for this task will
be discussed and negotiated at a later date.
b) It is assumed that FDOT construction specifications and Okaloosa County contract
documents will be utilized for the project and modified to suit.
c) The ultimate goal is signed and sealed construction plans and owner contract
documents which are ready for construction bidding.
d) HDR can provide Bid Assistance activities including but not limited to:
a. Answering contractor questions during bidding
b. Running a pre-bid conference
c. Review and Tabulation of Bid Results
e) Permit review and agency coordination if required
Task 5 Cost Range: $65,000 - $70,000
Task 6: Optional Services - Construction Engineering Inspection (CEI)
HDR can be available to assist with CEI services at the request of the client. CEI services
include monitoring the construction activities in accordance with the contract documents.
Typically, the costs for CEI services depend on a number of factors including, but not limited
to, construction duration and complexity of work. For planning purposes, we recommend
budgeting approximately 10% of the construction cost, which will be estimated after design.

Summary Cost:
Our proposed lump sum costs for Tasks 1-3 are based on the approved rates of an existing
Okaloosa County, Public Works Contract (#C14-2078-PW), which is good through September
30, 2016.
Tasks 4a-5 are future tasks that will be determined after Eglin AFB’s 813 (EIAP) review
process. Task 6 is an optional service which is typical of construction contracts where the client
is unable to provide this in-house support.
Table 1 - Summary of Costs
Tasks 1-3 $102,172
Future Tasks Following Eglin AFB Review
Task 4a $14,168
Task 4b $60,000 - $75,000
Task 5 $65,000 - $70,000
Optional Services
Task 6 TBD (after Design)
Schedule:
The schedule will be discussed prior to the initial kick-off meeting. Upon agreement, HDR will
develop and distribute the approved schedule during the meeting for further discussion, as
necessary.
Upon receiving NTP, HDR will submit an updated project schedule to reflect the actual due
dates based on the NTP date. If any conditions or issues arise during the course of work that
impact the schedule, including governmental review timeframes, HDR will coordinate with the
client as soon as practicable to update the overall project schedule.
