communities) 4. It is not likely that Fair Market Value payment will be required for the USAF Outgrant. 5. The proposed project owner would be Okaloosa County/Tourist Development Department. 6. HDR cites contract C14-2078-PW as Okaloosa County and the Tourist Development Department would be the project owner. 7. Economic impact has the potential to be greater than predicted by the state of Florida. In addition to dedicated long distance riders (this group includes Commissioner Wayne Harris ;-)), recreational riders will enjoy the novelty and beauty of riding along the whitest dunes in Florida . There are at least 5 local cycling clubs riding from Panama City to Pensacola. Bob's Bicycles moved from Mary Esther to Highway 98 in Fort Walton to tap into this market. We anticipate the Bridge to Bridge Pathway project request will be supported at the December 10th TDD meeting by the owner of RunWithIt. This business supported 6 runs in November and has another 6 scheduled in December. Runners, walkers and fitness enthusiasts will utilize this path. South Walton County has 15 bike businesses. We anticipate a burst of bike business activity businesses in Okaloosa County accompanying the Bridge to Bridge Pathway. 8. Neighboring counties cater to the ecosploring market. Okaloosa County can do the same. Having acquired 'buy-in' from the Air Force realty office is a HUGE step which will allow Okaloosa to proceed with a project that will be an asset to visitors. 1 Kathy Foster, Vice President fosterpk@gnt.net 244-4490 Dave Hancock, Director dshancock49@cox.net 376-5923 Okaloosa Island Leaseholders Association From: Charlotte Dunworth Sent: Tuesday, November 24, 2015 2:44 PM To: Kathy Foster ; Dave Hancock Cc: Ed Schroeder ; Jason Autrey Subject: RE: Bridge to Bridge Pathway - Dec 10 meeting Hello Kathy & Dave - We have reviewed your request and have several questions: · What is the proposed funding source for the remaining survey, environmental assessment, design, & construction plans estimated at $160K? · What is the proposed funding source for actual construction? If memory serves, a figure of $500K/mi was cited back in February. · What is the proposed funding source for annual maintenance and repair in the event of storm damage? · What is the proposed funding source for annual FMV payment, if any, required for the USAF outgrant? · Who is the proposed project owner… OILLA, Tourist Development, Public Works? · Is the County the proposed project owner since HDR cites contract C14-2078-PW in its proposal to OILA? · State trails cited in the economic impact assessment appear to be scenic, quiet off-road, & longer. Not sure these are comparable to a ~5 mile pathway along Hwy 98? · · · Is there an immediate need for a decision or may this request be considered as part of the FY17 budget discussion? This additional information will provide a more comprehensive picture for the TDC. Thank you. It is our understanding that this project will utilize an existing Okaloosa County, Public Works Contract (#C14-2078-PW), which is good through September 30, 2016. It is also our understanding that the pathway will ultimately connect Brooks Bridge to the west with Destin (William Marler) Bridge to the east, be located on the north side of U.S. 98, and contained within the Florida Department of Transportation (FDOT) right-of-way. Please find attached herein, HDR’s proposal to perform the survey, engineering design, and environmental services required by the Eglin AFB Real Estate Office for their Outgrant processing phase, dated June 13, 2013. We are proposing this work with the assistance of one subconsultant; Nobles Consulting Group, Inc. (NCG) who will provide survey support for design. HDR’s approach, assumptions, and costs are outlined below. Project Tasks for Completing Design For this non-construction phase, the HDR project team will perform the data collection and analysis as required to fulfill both the engineering/design and Eglin’s real estate considerations. Task 1: Project Management a) Initial Kick-Off Meeting - HDR will arrange and attend an initial kick-off meeting with representatives from OILA, TDC, as well as FDOT and Eglin AFB representatives, if necessary. HDR’s subconsultant NCG may also attend the meeting in order to coordinate their activities, discuss schedule, observe site conditions, access, and gain a better understanding of the project goals, which will help guide field investigation work. hdrinc.com 25 West Cedar Street, Pensacola, Florida 32502 T 850.432.6800 F 850.432.8010 November 16, 2015 Page | 2 Task 2: Preliminary Survey Services HDR’s subconsultant, NCG, will provide surveying services for the project. Survey work will be the first design activity and will include the topography and easement constraints needed to provide the design location of the shared-use pathway. NCG will then provide a legal description of the shared used pathway and easement boundaries per Eglin requirements following completion of preliminary design. Survey activities include: a) Establish horizontal and vertical survey control for project b) Determine the location of the U.S. Highway 98 north right of way line c) Provide topographic survey along north side of U.S. Highway 98 from the north edge of pavement to the north FDOT right-of-way line from just west of Pier Park Road to the Destin East
