MEMORANDUM
To: Robert T. Meams, City Manager
From: Jeff Peters, Recreational and Cultural Services Director
Date: January 24, 2012
Subject: Pre- Fabricated Restroom Facility
L BACKGROUND:
1. 1. Okaloosa County has funding available each year through the Boating Improvement
Program for each city in Okaloosa County.
1. 2 The City Council approved the submission of a grant application to Okaloosa County for
Boating Improvement Funding for the past two years and was awarded $ 15, 000 each
year.
1. 2 The grant application was approved each year to replace the restroom facility at Gamiers
Beach Park.
1. 3 Funding can be combined and carried over for a period of one year.
2. DISCUSSION:
2. L Staff has researched and found the most economical avenue to replacing the restroom
facility at Gunners Beach Park is to purchase a pre- fabricated concrete restroom building
as opposed to constructing a restroom facility on -site.
2. 2. The pre -fabricated concrete restroom facility is built off -site, delivered, and set on -site by
the contractor.
2. 3. The buildings are essentially vandal -proof and the stainless steel fixtures will stay rust -
free at the water front park.
2. 4 The City' s responsibility would be to set an aggregate base and place the utilities in
position for hook -up.
2. 5 Staff is requesting purchase of the concrete restroom facility from CXT Concrete
Buildings.
2.6 CXT Concrete Buildings were recently awarded, after a competitive selection process, a
contract with Leon County. The proposal includes language that allows the City to
piggyback off of the Leon County contract, in lieu of the City issuing its own RFP.
2.7 The scheduled delivery and installation date is within 90 days from purchase.
3. FINANCIAL INFORMATION:
3. 1. The total cost for the pre -fabricated restroom facility is $ 36,522. 95.
3. 2. The city will utilize $30,000 in Boating Improvement Funding and $ 8, 000 budgeted in
